A Japanese fishing fleet of several hundred vessels is normally an- chored from two te aix miles off shore of Aghiye Air Base, Ocensionally a few vessels operate within a fow mmdred yards of shore, These vessels carry many Lights, mostly those employing carbide as a source of illumination. Move- ment of these lights as the vessels roll with the swells occasionally causes these lights to appear to be emitting coded signals, Lights eboard these veasels are normally at deck leval therefore a navigation light carried at the masthead would possibly appear to be considerably higher than the majority of the lights. These lights are a possible source of the vieual sighting of a lighted object believed, by the observors to be from "$00 to 1,000" feet in elevation. 2.
