Furthermore, it was learned that project personnel could not be well enough versed in all the techno= nate and scientific fields involved in this study to efficiently execute all phases of this work. Therefore, in September 19118 the method of opera- & tion of the project was revised. Enough experience | ad been gained to make it evident that a large proportion of disc reports arose from sight~ ings of unfamiliar objects and failure to recognize know objects for what they were. The course then became apparent. Tt has since been the endeavor to have adequate investigations of all‘reports, sys stematic tabu- lation of all Mmformation, and analysis of information by competent tech= nical personnel in all branches of science and engineering into which the revorted object may conceivably fail. In this way misrepresented and generally unfamiliar objects, hoax makers, and psychopatholog tical reporters may be identified, and these reports eliminat ted from the study. With these out of the way, the succeeding steps would develop. In implementing the above plan, the following genera 11 procedure was established and followed: fA A. Receipt of Initial Reports 1.
