Multiple aircraft reported multiple bright white unidentified aerial phenomenon performing rapid maneuvers (circles and altitude
changes) in an area extending around Jacksonville, FL 40nm and to the east of Jacksonville 100-150NM E over the ocean. The
objects are reported as "difficult to identify" and operating from approximately 33,000 to 41,000 feet. The unknown phenomenon
was bright white flashing lights traveling in circles at various altitudes. EJA631 and AJT523 also reported these UAPs.
