Aircraft reported an unidentified aerial phenomenon left while NE bound at FL390, 5 NM N of VCT. The unknown phenomenon
was 3 white lights traveling W bound at approximately FL450. Lights would travel W for 3 to 5 seconds then immediately move
back to start point.
