incumbent
President
of our
intent
to open
selected
Reagan
Presidential
records
on November
7, 1994.
In response
to a Freedom
of Information
request
(NLS

043)
submitted
by Lee
M. Graham
the records proposed
for
opening
consist
of approximately
167
pages
of
material
relating
to UFO,s
and
the "Operation
Majestic
12"
document.
This
material
has
been
reviewed
for the
six
PRA
restrictions
that
President
Reagan
imposed
and the
four
remaining
FOIA
restrictions. President
Reagan's
representative,
Cathy
Busch,
is also
being
notified
of this proposed
opening.
In accordance
with
the
requiremeuts
stated
in Executive
Order
12667,
a final
review
has
been
conducted
for
any
materials
that
might
raise
a "substantial
question
of
Executive
privilege''
if opened.
The final
review
has
been
completed
and
the
Reagan
Library
staff
has
not
identified
any
items
within
the
material
proposed
for
opening
that
might
raise
a "substantial
question
of Executive
privile�e,"
as defined
in Executive
Order
12667.

The Ronald Reagan library is proposing to make selected
Presidential records available to research in response to a
Freedom of Information Act (FOIA) request submitted by
Lee M. Graham.

The records proposed for opening consist of material
relating to UFO's and the "Operation Majestic 12" document,
consisting of 167 pages. This material has been reviewed
for the six PRA restrictions that President Reagan imposed
and the four remaining FOIA restrictions, resulting in two
pages restricted in whole or in part.
We have not located any information within the material
proposed for opening the disclosure of which "may raise a
substantial question of Executive privilege", as defined in
Executive Order 12667.
Please notify former President Reagan's representative and
the incumbent Administration of our proposed opening. If no
objections are raised, the Reagan Library will open this
material to research 30 days from the date of NARA's
notification to the former President's representative and
the incumbent Administration, or earlier if we receive
notification in writing that the former President's
representative and the incumbent Administration have no
objection to the opening.
