Are We Alone Here?
A Look Into The Possibility of Extra-Terrestrial Intelligence
"The truth is out, there." This popular saying from the hit TV show "The
X-Files" has inspired many to open their eyes to the strange world of

unexplained phenomenon. One of the most intriguing of the phenomenon is the
possibility of extra-terrestrial intelligence, and the question of have they
visited our planet. There is an abundance of evidence to support the
concept that outside intelligence has visited the Earth. This evidence
ranges from numerous sightings to accounts of alien abduction to evidence'of
90vernment coverup's of encounters. The exploration of these accounts is an
important step toward allowing everyone the chance to make a more educated
choice when taking a position on this issue. It is important to realize
that most people who make "sightings" are usually normal people, riot drunks,
or the hopelessly insane. This topic, once one of extreme speCUlation has
now begun to gather an immense amount of information under the study of
UFOlogy: To tackle the problem, "have we been visited by extra
terrestrials" an extensive amount of the resources resides in interviews
wi th people of first hand account's of encounters, while some resides in
.official documents or newspaper articles.
One of the nl'ost popular "contact experiences," occurred on July 2,' 1947 just
outside of Roswell New Mexico. This account contai~s some of the most
conclusive evidence to date concerning extra-terrestrials (ETs.) During a
severe thunderstorm on July 2, 1947 something crashed just outside of
Roswell New Mexico. On the following day William "Mac" Brazel, foreman of
the Foster Ranch, found the wreckage and returned with samples to a
neighbor's house. It was agreed that the wreckage was unlike anything they
had seen before. On July 6, Brazel presented wreckage to the Chaves County
Sheriff, George wilcox, who called the Roswell Air Force Base and presented
the find to Major Jesse Marcel, intelligence officer. Marcel subsequently
reported the information to his superior, Colonel William "Butch" Blanchard
who ordered the investiga'tion of the site by his officers. At this point
the events surrounding the incident began to spiral out of control with
lies, bribes, government/military coverups ..
Some of the most intriguing information describing the Roswell incident
resides in interviews of the Personnel directly involved. The interviews
can be divided into two groups, Ci~ilians and Military Personnel. Several
civilians had contact either directly or though family members in the
military to the. incident. The children of Mac Brazel, the locator of the
wreckage, told of pieces of metal "You could wrinkle it and lay it .back down
and. it immediately resumed its original shape .." They claimed their dad
stated "the Army had once told him it was not anything made by us." Glenn
Dennis, a mortician in Roswell in 1947 states that "on July 9 or 10, 1947,
[he] got several phone calls. from the Roswell AAF mortuary officer . . .
[for] bodies laid out in the middle of July, in the.middle of the prairie."
When Dennis visited the base Military Police (MPs) escorted him off the base
with the threat "You open your mouth and you'll be so far back in the jug
they'll have to shoot pinto beans [into you] with a bean shooter." Later
that night Dennis met with a nurse from the base. She described the bodies
she had worked on. "Their noses didn't prqtrude, the eyes were set pretty
deep, and the ears were just little indentations the upper arm was
longer than the lower. They didn't have thumbs, they had four ...
"tentacles."" Military officers have <:Ilso begun to come forward with
strange stories about the incident at Roswell. Major Jesse Marcel, the
first military officer on the scene, declares "It was quite obvious to me,
familiar with air activities, that it was not a weather balloon, nor was it
an airplane or a missile." Marcel also speaks of a metal with remarkably
similar qualities to that possessed by the children of Mac Brazel. Second
Lieutenant Walter Haut, a public information officer at Roswell AAF in 1947,
explains that ."Colonel Blanchard ordered Haut to issue a,press release
telling the country that the Army had found a flying saucer .... [he] took
the release into town." Many other officers'witnessed the strange
properties of the unidentified metal and some reported the existence of
three to four strange bodies (Roswell).
Several letters have surfaced from government record dealing with the
Roswell incident. In 1995 a report sent to Congress states that regulations
in 1947 required air accident reports to be made. The Navy reported no air
accidents during July of 1947. In this letter it was also revealed that
many records relating to Roswell 'had been destroyed (July 1995). On July
8, 1947, Roswell Daily Record released a press release informing that a
flying saucer had been found in Roswell (July, 8). This article suggests
nothing other than the wreckage was from a flying saucer. On July 9, 1947,
a second article released still upheld the idea that the wreckage was a
flying saucer (July, 9).
An abundant amount of informatio~ has been published on the incident at
Roswell. Most of the evidence on this incident I recovered pointed toward

the crash of a ship not of Earthly orlgln. As this and more information
becomes more publicly recognized it becomes hard to dispute'the possibility
that weare not alone in the universe. The inconsistencies are too great in
the reports of the military and government not to.ask what is being concealed.
While Roswell is well known from such films as Roswell, Independence Day
(ID4), and shows ,such as X-Files and Dark skies, there are many other
extra-terrestrial encounters just as intriguing. One such set of cases
deals with UFO sightings by Astronauts. Some of the United State's most
famous astronauts have seen unexplainable objects during spaceflights. '
Major Gordon Cooper, one of the original Mercury Astronauts, and the last
American to fly in space alone, reported a glpwing, greenish object quickly
approaching the capsule. This object was soon picked up by Muchea tracking
station's tracking radar. According' to a taped interview 'by J. L. Ferrando,
Major Cooper said:
"For many years I have lived with a secret. In a secrecy imposed on
all
specialists in astronautics. I can now reveal that every day, in the USA,
our radar instruments capture objects of form and composition ,unknown to us.
And there are thousands of witness reports and a quantity of documents to
prove this, but nobody wants to make them public."
This type of firsthand knowledge is convincing 'enough, but when accompanied
by the following testimonies of Neil Armstrong and'Buzz Aldrin how can it be
disputed?
According to NASA astronaut Neil Armstrong aliens had,a base on the
Moon
and told us stay away from and off of the Moon. Unconfirmed reports suggest
that Neil Armstrong and Buzz Aldrin saw UFOs shortly after landing on the
Moon in Apollo 11 on July 21, 1969. 'One such reports refers to a light seen
in one of the Moon's craters during television transmissions.' One former
NASA employee Otto Binder, and many unnamed radio ham operators picked up
the following exchange:
NASA
Whats there?
Mission Control Calling Apollo 11
Apolloll : These "Babies" are huge, Sir! Enormous!
OH MY GOD! You wouldn't believe it!
I'm telling you ,there are other spacecraft out there,
Lined up on the far side of the crater edge!
They're. on the Moon watching 'us!
An unnamed professor, engaged in a discussion with Neil Armstrong during a
NASA symposium relates a conversation in which Armstrong states that he did
in fact have, an extra-terrestrial encounter while on the Moon.
Interestingly enough this correlates with the fact that after the originally
scheduled fl to the Moon, the US has not ventured back. ,NASA'S Scott
Carpenter claims "At no time, when the. astronauts were in space were they
alone: there was a constant surveillance by UFOs (UFO sightings)."
While the Roswell Incident and the phenomenon experienced by astronauts
, are convincing the numerous accounts of everyday citizens add a more
personal note to these unexplained experiences. One such example is .from
Michigan Unsolved Mysteries. In this report from 1993, several sightings
are reported. The first is a report of a woman returning home about 9:00
P.M. who reported a triangular shaped object following her car as she
traveled. Another report 'describes an orange colored light which when it
approached a house caused tremors. The local Air force along with the FAA,
when asked about these reports, found no explanation for the sightings. The
reports contained in this Unsol;ed Mysteries bulletin caught the attention
of MUFON, the Mutual UFO Network. 'The investigator for Tuscola County,
Michigan is Robert Snow. He interviewed many of the witnesses reported in
this document (Michigan). These are just two sightings out of many
thousands reported.
"Why is this so hard to believe? When the accepted discovery of life off
this planet was on the front page of every paper around the world. When even
the most conservative scientists and science journals are calling for the
exploration of Mars and Jupiter, with every reason to believe that life and
the persistence of it is thriving outside our own terrestrial sphere (Agent
Mulder, The X-Files)" why then are we so reluctant to accept the possibility
that extra-terrestrial intelligence exists?

Cooper: "The shellfish poison? If you go to kill someone,

The Milton William Cooper Speech
Editor's note: What follows is a of a 45-minute lec
ture given by Milton William Cooper on N9vember 17, 1989, at the
"Whole Life Expo" in Los Angeles, Calif. His speech was tran
scribed word-for-word from a microcassette'recording.
"For those of you who don't know who I am, I was raised in a
military family. My family, my ancestors, since they ,came to
this country, have been government people. We have ,served in,the
mil , we have been patriots, we have fought in all the wars,
we care about this country and believe in,the constitution of the
United States. We know, as many don't know, that the Con
stitution of the United States of America is the United States of
America! And that's ,why we've always been ready to do the things
needed to preserve and protect it.
"When I left home I went into the Air Force, the Strategic
Air Command. As a child I'd heard stories from my father andpi~
lots; other pilots, my father was a ,about Foo Fighters,
UFOs, strange craft that were not made on this Earth. And ,as a
kid, you. hear that in passing'; and it's neat, and you giggle
about it, and you go out and play 'Space Man,' and you forget ,it.
"When I was in the Air Force I met men who had participated
in alien crashed-craft recoveries. Now this intrigued me, it in
terested me, but it was usually after quite a few ,bottles' of. beer
that these stories would come out, and sometime~ the'next morning
I couldn't remember what the heck the guy said.
"When I left the Air Force I went into. the Navy, and this is
where everything began to happen for me. I had originally in
tended to just go from service to service and do something that
very few people have ever done before. I was a very adventurous,
very crazy young man, and I thought that that would be a
pretty exciting life. I volunteered for submarines, and while on
the submarine USS Tyroot, SS-416, on a transit between the Port
land/Seattle area and Pearl Harbor, which was, our home port;' the
Pearl sub base, as the port lookout I saw a craft, saucer
the size of a Midway class carrier, aircraft carrier, for
those of you who don't know how big is; it's huge, come up
out of the water approximately two and a half nautical miles off
the port bow, which is aboJt 45 degrees tp'the left of the pointy
end of the submarine. 'It tumbled slowly on its own axis, and
went up into the clouds. It appeared to be moving ~lowly to me
at a distance of two and a half nautical miles, but in reality ,it
was moving pretty fast because it came up out of the wa'ter, did a
few
tumbles, and it was gone!
"I then reported it to the officer of the deck: I didn't
tell him what it was that I saw because my Daddy didn't, raise no
fools and in case nobody else saw it I didn't'want to be the only
looney on board the ship. So I asked the officer of the 'deck to
help me cover that area, and he did, which is common for off, icers
and lookouts to help each other while on bridge watch because
they all hang tog~ther if something bad happens. After a few
seconds of watChing, the same craft, or another craft exactly
like came down out of the clouds, tumbled again on its own
axis, and went into the water. Ensign , who was the, officer
of the deck, was literally shocked! ,What could I say? Seaman
Dejeralimo, who was the starboard lookout, had also witnessed
this, and Ensign Ball called the captain to ,the bridge who was
followed by the chief quartermaster who brought a 35MM c~mera,

and we watched for between seven and 10 minutes the same craft,
or different craft that' looked exactly alike, enter and leave 'the
water. It was an incredible show. I don't know if they ·knew we
were there, if they even cared, but the craft did not glow,
they were metal, they were machines without a doubt, they were
obviously intelligently guided, they were huge, and having been
in the Air Force and the Navy and knowing what it takes, I kriew
without a doubt, and know it today, that that machine was not
made on the face of this earth; Because there's nothing that, man
can make, that can fly through the air at a speed like that, tum
ble on its own axis, and enter the water and effectively fly be
heath the sea.
"
"If you've ever been aboard an airplane 'and then gone aboard
a submarine, I know there's probably some of you in this room who
have visited a submarine at one time or another, you can readily
see just without even any of the technicalities involved how dif
ficult such a thing would be to do. Where would it be built,
that size? It was absolutely incredible. It changed my life be
cause then all the stories that I'd heard all my life I knew were
true, and I began seeing the world in a different light.
"It wasn't long after that I was trained by Naval security
in intelligence. I was sent to Vietnam. I was assigned as a pa
trol boat 'captain, "first in DaNang harbor,' given a crew, given a'
multi-million dollar patrol boat. My job was to gather intelli
gence from the people who lived around the harbor and the fisher
men who transited the harbor, and maintain the·safety and secu
rity of the harbor and the shipping. After about five months I
was
sent up North to· the DMZ, to a called Qua Vieaf [spl,
on the Tacan [spl river. Our base camp was at the river mouth.
We were only three miles south of the North Vietnamese border and
our job was to patrol the Tac'an river from the' river mouth to
Dang Ha (sp], and then up the Quang Tree [spl cutoff to Quang
Tree city, again to get to know the people on the bank, gather
intelligence, and to patrol every night and maintain the safety
and security of the and the river traffic.
"It was while there that I discovered that there was a
tremendous amount of UFO and alien activity in Vietnam. It was
always reported in official messages as 'enemy helicopters.' Now
any·of you who know anything about the Vietnam war know that the
North Vietnamese did not have any helicopters, especially after
our first couple of air raids into North Vietnam. Ev'en if they
had they would not have been so foolish as to bring them over the
DMZ because that would have insured their demise. Our troops
were fired on occasionally by these 'enemy helicopters,' enemy
troops were fired on occasionally by these 'enemy helicopters, ,
and occasionally people would disappear.' And on one instance
that I know for sure at least one entire village disappeared one
night because of alien accivity. The reason they used the term
'enemy helicopters' in messages and dispatches was that in Viet
nam you could be overrun at any time, no matter where you where.
They did not bring crypto encoding equipment into Vietnam, I ',m
talking about the machinery. What we did is we had crypto ta
bles, and once we every 24 hours. those codes would be no good.
So that's what we used. We also, because of the inability to use
crypto transmitting equipment, had to devise code words such as
'enemy helicopters.'
"Wh~n I left Vietnam I was eventually attache~ to the head
quarters staff of the Commander in Chief of the United States Pa
cific Fleet at Macalappa, [spl Hawaii, which is a little hill
overlooking Pearl Harbor, it's a beautiful white building, up
there, and I.was specifically attached to the Intelligence Brief
ing Team of the Commander in Chief of the United States Pacific
Fleet.
"It was during this tour of duty that, in' the course of my
duties, documents were placed in my hands that were so unbeliev
able and so incredible that it took me quite a while to'adjust to
the fact that what I was seeing was real. Now for those of you
who don't understand how I could come to see this information,
let me give you a little short course in security clearance and
the need to know and how you get to see classified information if
you're in the military or in the government, it doesn't matter

..' .
which, the rules a,re the same.
II NO'. I, you need a security clearance, and you I ve got to·
have clearance at the level that the information you want to,see
"t'
is cla:;;sif-i,ed at., In this instance it was classified 'Top Se
cret" Magic, Restricted Information,' which I c~me to find ,out
later is the highest security classification in, the Nation. To'
'get that type of clear'ance, all you have to have is a Federal Bu
reau of Investigation background check, which takes about six
months"and they send federal agents to your home; to your old
schools, to all, your teachers, to your friends, to everybody you
put down on your security clearance forms, to all your old ad
'dresses, your neighbors, everybody, that you've worked for, :and
it's embarrassing because they don't tell them what they're
checking on. They just show them their identification and start
asking questions and that's when you find out who"s your friend
and who's not, because a lot of people get scared and think,
'Bill just "robbed a bank and I'm not talking to him anymore. '
"Now
once you get that it's called a 'B.I." and for those of
you who have received a copy of my service record look on the
first page, the DD-214 where it says 'Security Clearance,' you
will see the term 'B.I.' That"s a 'Bureau' of Investigation'
clearance. Now at that point, ,you have the clearance 'for every
thing including TOp Secret and above. What determines what you
get to see is your, need to know, and,. the job that you have det'er~
mines what your need to know is.
"I was assigned to the intelligence Briefing Te~m of the
Commander in Chief of ,the United States Pacific Fleet, ~ho had to
know everything concerning his 'area of operations "which' was i one
half of the Earth's surface; the Indian ocean, th~ Pacific oc~an;
and all the land masses in betwe~n. Believe it or not, if we go
to war, if we 'ever go to war, it's the United States Navy that
strikes the first blow and attempts to keep the enemy at,bay
while we can get ourselves together, at least historically, 'Nu
'clear weapons have kind of done away with that concept, but mili
tary commanders 1ike to ,talk about it anyway.
"Because of this, and yo~ have no conception of the amovnt
of material and information that an area commander has to know;
it's unbelievable, and he : has to keep track of this, he has to
keep on top of it. He has to know what's happening; he has to
make the right decisions. Because it's,almost humanly impossible
for anyone to do that, they have what's called a briefing team,
and it's our job to' make sure, that he has the correct informa'
tion, all the time, on a 24-hour basis. And every morning, be
tween 8 and 9 a.m., we would give a briefing which covered every
thing that happened in the previous 24 hours, and everything
scheduled to happen in the next 24 hours, and all the pertinent
intelligence reports that we had received since the last briefing
that he needed to, know and that his staff members needed to know.
Occasi'onally we would, get messages marked 'Top Secret" Magic, Re
stricted Information,' and it ~ould be coded in such'a way that
all you had were answers to questions which, you didn't know what
the questions were so you really didn't know, what the message was
all about.
"But eventually I found myself in possession, hol, ding two
documents; one called 'Proje~t Grudge,' another one called
'Operation Majority.' Project Grudge cqntained the history of
alien involvement since' around , 1936,' and it began talking about
Germany's involvement with a crashed disk that they had recov~red'
in 1936 and were attempting to duplicate the technology.: They
were not successful despite what all, these Nazi hunters want to
tell you. If they had been s~ccessful, we would not have won the
war, because ,you cannot beat those weapons! You cannot out fly
those craft, you, can't. even think about it with conventional air
craft. If Germany had been successful, we would now have a Ger
man flag up in front of this'podium.
"They did make some headway. When we went into puntCl; Mundy
[sp] we captured documents, we got some scientists" we got some
hardware. The Russians also g'ot some documents, some scientists,'
and some hardware. It wasn't until 1947 that we wer'e,able to
capture a craft, q whole craft; not all together but it was ev
erything. And that occurred near the city of Roswell, New Mex-

ico. There were dead aliens recovered from the craft. In Pro
ject Grudge I saw photographs of these dead alien's, of the craft;
I saw photographs of live aliens; I saw photographs of 'autopsies,
internal organs; I saw photographs of the alien designated 'E.B.'
[or Ebe] , which was held in' captivity from 1949 until June 2,
1952, when he died. I saw the history of what they had been able
to at that time put together, from incidents in the 1800s, wQich
involved aliens and their craft. '
"I saw the names of projects. I saw a project that was, to
fly recovered alien craft that had been recovered intact and un
damaged, and some of them were recovered and undamaged,
and how that\happened I have no idea. It was called 'Project
Redlight," and first was conducted from the Tonopah test'range in
the Nevada test sight and then was moved to a speci~lly built
area, ordered built by president Eisenhower, called 'Area-51,'
code named 'Dreamland,' in the Groom , [sp] dry lake area of the
Nevada test sight, by secret executive order. It doesn't exist
officially, if you ask anyone, or if you write letters to the
government they will tell you it doesn't exist. However if you
go out there at several places and see it, fly outside the bound
aries and look down and see it, you know it's there, but accord
ing to the government it doesn't exist.
"The project to fly, test fly these craft, was ongoing until
sometime in 1962 when a craft blew up not far from the test
sight, in the air, and the explosion was seen over a three-state
area. The pilots were killed, they had no idea what had happened
or why the craft blew up, but they put'projectRedlight on hold
until a later date when the aliens supplied us with three craft
and personnel to help us learn how to fly these craft. That pro
ject is ongoing, and we now have not only alien craft that we are
flying, we have craft we have built, using the captured technol
ogy, and ,some of the UFOs that report seeing in the United
states,' and maybe even elsewhere, are flown by United States per
sonnel. '
"That may come as a shock to you. We have technology way
beyond the limits of what we have been told. A lot of our devel
opment technologically, since the end of World War II, has been
due to the exchange of technology which occurs in the area called
'Area 51' on a regular basis ... ongoing.
"When James Oberth, Professor Oberth retired, many of you
don't know who he is ... not too many space people in here. Pro
fessor Oberth was probably one of the g~eatest rocket scientists
and space commentators that 'ever lived. When he retired, the
government gave him a special award, there was a press confer
ence, all kinds of ceremony, and when· he got up to speak he said,
'Gentlemen,' and I Professor Oberth, he said, 'Gentlemen,
we cannot take credit for all the technological developments that
we have had in the last decade. We have had help, , and that's
where he stopped.
"One of the reporters raised his hand and said, 'Professor
Oberth, can you tell us what other country helped us?'
"He said, 'It was those little guys from out In space,' and
then he got down and would not comment any further. ,Now this oc
curred in 1959. I can go on and on, but time doesn't allow it.
"I will tell you ladies and gentlemen that there are-all
kinds of things going on all the time, we are making rapid
progress in exposing this. Since I have begun talking, people
have been coming out of the woodwork' at a rapid rate, who know
and have pieces of this puzzle, and are helping us to put it to
gether, because I don't have all the answers. I saw an awful lot
of material, I have remembered an awful lot of it, I have proba
bly, in my remembering, made some mistakes, and I guarantee you
they're minor ones, if I have.
"We have just recently, for those of you who didn't believe
that the Jason' Society of the Jason Scholars, the secret group,
existed, we now have a letter from the Pentagon, with 51 names of
the Jason Scholars, an admission from the Pentagon that they hold
the highest security'clearances in the nation, an admission 'from
the Pentagon that they hold the protocol rank of Rear Admiral,
and are treated as such on any military installation or in any
government office. There are six Nobel Prize winners on that

list, there are the elite of the of the scientific world,
they are the only ones who really ,know the truth about the tech
nology today and about the real science, of , because the
one that we're being taught all the time ... If you send your'
kids to col to learn physics you're wasting your' money be
cause they're teaching them stuff that doesn't work, it's not
true, it's not real. Gravity is not what we think it is. There
is a Unified Theory! We already 'know what it is; it's what makes
these craft work. It's absolutely incredible what',s going on.
"How many of you keep up with Billy Goodman's show on KVEG
out of' Las Vegas? For those of you who don't, I would try tuning
in on any night between 10 p.m. and 1 a.m. It's 840 on your AM
dial, and the subject every night are those subjects that no
other media person in the United States will touch with a 10-foot
pole, every single night except Saturday night. It's the only
show that you can call in and talk to an~ther cailer, you've got
three minutes to say whatever you want to say as long as you
don't cuss or swear or slander anyone, and every night they',re
helping to expose this.
"When John Lear and I first said what was going on out at
Groom Lake everybody said, 'You're nuts, there's nothing going on
out at Groom Lake!' ,The listeners of the Billy Goodman radio show
put together an excursion and went up to Groom Lake ,and they all,
ever since, every night, they go up there and watch them test fly
the alien craft ... every night! The first night they had 100
people there. And 100 people saw four alien craft fly, dOing
things that no airplane and no helicopter can do. Now they don't;
tell us anymore that there's nothing happening at Groom Lake.
What t,ell us now is there's no such thing as aliens, it's
all government secret projects. That's OK because we'll prove
that wrong too eventually, it just takes a while. Because where
we were ,., it's not where we're at, and I'm really 'happy about
that.
"Now, if you want to see what's happening right now,' keep
watching your movies, watching your telev'ision commercials,
your alien programs on ,television, read Whitley Strieber's,
Majestic, which is a part of the contingency plan called
'Majestic' to test the reaction of the population' to the presence
of aliens on the Earth. And I have just finished my study of
Whitley Strieber's book Majestic, and I'm going to tell you right
now that most of the documerits in there, that he says are
fiction, are real documents that came right out of Project
Grudge. It is part of the government's campaign to leak informa
tion out in ways that they can always deny that it's real.
There's only one thing wrong with the information in that book,
the stories of the characters in there I know nothing about.
What I'm talking about are the supposed government documents that
he has in that book. I'm telling you tonight they're real.
Those are some of the same documents that I, saw in Project Grudge
back between 1970 and 1973, and where we have wondered before"
now we know that Whitley Strieber is working for the government.
And we had a suspicion anyway because in the front of his book ,he
states that he got information was helped by the research
team of· Moore"Shanderey, and Friedman. William Moore has pub
licly admitted on July 1 that he is an agent of the United States
Government, and we know that the others are too,.
"This is going to come out, and the reason they're doing it
the way they're doing it is they know eventually you're going to
find out that it's all true and real. They're desensitizing you
so that you're not shocked, so that there's no collapse, ofsoci
etyas we know it, so that the religious structure doesn't fall
to pieces, so that the stock market doesn't go crazy, because
these were their original fears. Now, there',s nothing we can do
about the last one because it's already happened, there will be a
segment of the population that worships the aliens, though
they're no different than us; they're just from else,
and they may look a little, different. They are not gods, But
there are already people worshiping the aliens and they predicted
this would happen when they slapped t'he secret stamp all over all
this stuff. '
"You
know, there's really nothing wrong with what's been
Page 7 of21

happening except for three things. [Cooper forgot to mention the
third thing, or was sidetracked, or included it into the second
thing .]
"No. I,when they decided to keep it secret they needed to
finance it, they couldn't tell the publiCi so they couldn't tell
Congress. They decided to finance it with the sale, importation
and sale, of drugs. Now in the documents that I read, in Opera
tion Majority, it specifically stated that when George Bush was
the president ,and CEO of Sapata [sp] Oil, he, in conjunction with
the CIA, organized the first large-scale drug importation into
)
this country from South and Central America by fishing boat, ,to'
the offshore oil platforms of Sapata Oil, and then from there
into the beach, thus bypassing all Customs inspections and law
enforcement inspections of any kind. They are still bringing in
drugs, to a limited extent, in this manner. Another manner is by
CIA contract aircraft which, one of their bases of landing is
Homestead [sp] Air Force Base in Florida. We have affidavits
=66rom air controllers who have vectored the planes in, who have
made sure that they're 'not interfered :<lith in any way ..We have
affidavits from personnel at Homestead Air Force Base who say the
planes have been met by Jeb Bush, who is George Bush's son. We
have affidavits from people who work in the Gulf of Mexico, in
the offshore oil business, that yes indeed, the drugs are coming
in, at least some of them, from the offshore oil platforms."
From the audience came a clear statement, "Just say no?"
"Pardon?' Right! Just Say No! Well that',s what we're going
to do ladies and gentlemen with your help. We are going to say
no, no more! And you have to do it, you have to act. You either
have to act or watch your country go down the tubes.
"Now, 'that's one of the things that's wrong. The next thing
that's wrong is, to keep the secret, they killed a lot of people
who tried to leak it out. And if I hadn't done it the way that' I
did it, you wouldn't be seeing me anywhere standing or 'walking on
this Earth now. They killed President Kennedy and during the
workshop, for those of you haven't seen the tape, I will show
you, on the tape, who the president and why. Between '70
and '73, in Operatio~ Majority it stated verbatim that President
Kennedy ordered MJ-12 to cease the importation and sale of drugs
to the American people, that he ordered them to implement a plan
to reveal the presence of aliens to the American people within
the following year. His assassination was ordered by the policy
committee of the Vilderbergers. MJ-12implemented the plan and
carried it out'in Dallas. It involved agents of the CIA, Divi
sion-5 of (the FBI:, the Secret Service, and the Office of Naval
Intelligence. President Kenneay was killed by the driver of his
car, his name was William Greer, he used a recoilless, electri
cally operat~d, gas-powered asiassination pistol that was spe
cially bui~t by the CIA to assassinate people at close range. It
fired an explosive pellet which injected a large amount of shell
fish poison into the brain, and that is why, in the documents, it
stated that President Kennedy's brain was removed. If you~ve
studied the case, you will find that indeed his brain disap
peared. The reason for that is so that they would not find the
particles of the exploding pellet or the shellfish poison in his
brain which would have proved conclusively that Lee Harvey Oswald
was not the assassin. In fact, Lee Harvey Oswald never fired a
shot, he was the patsy."
Mr. Cooper paused briefly, and a lady in the audience asked
the 9bvious question, "Why haven't you been assassinated?" '
"If they were "to kill me right now, what would you think?"
Cooper posed.
"That it's the truth," several people chimed.
"I've got them right where I want them. If t,hey touch me,
everyone who has ever'heard me talk is going to be absolutely en
raged and is going to know that everything I've said is true. As
long as they d~n't touch me there's going to be some of you who
are always going to be wondering. But eventually we're going to
bring enough proof out, and if you're ,here during the workshop
you're going to see an awful lot of it that's going to prove to
you that 'it's true.. It's ,real. And it's happening!
"Okay, I've tried to cover a lot of stuff, just briefly, be-

cause there's no time in 45 minutes ,to get into anything very
much:"
Mr'. Cooper then announced the scheduled workshop' session the
following day in which tangible proofs coul4 be seen but the
transcriber was unable to attend. He then opened up the floor to
questions and answers.
A muffled question was barely heard coming from the front of
the room, 'which in essence asked, "What about all the people 'in
the press and others who were in Dallas and who saw the assassi
nation? Couldn't they tell where the shot came from? Why didn't
they come forward? There must have been plenty."
"There was, we know that there was at 18 who were all
murdered within two years of the event. The odds of that happen
ing are 1 300,000 trillion." Cooper replied.
Again a muffled question, "Why did the driver have to shoot
Kennedy?" '
"Because the other fools missed! There were a total of three'
shots fired at President Kennedy, one hit him in the throat and
didn't kill him and two of them hit John Connelly [sp]. The one
that was fired from the grassy knoll hit the president in the
throat. The other two shots came from directly behind the limou
sine, not the school book depository building, .and hit Governor
Connel Governor Connelly, in intelligence community circles,
is known as a 'can do' man, because he took two hits and still
kept his mouth shut."
"How is it that the driver, sitting on the front, left':hand
side of the car was able to blow off the right side of Kennedy'S
brain when the bullet actually entered in, and it would have been
virtually impossible ., .. " another person asked.
Mr. Cooper seized the gist of his question and injected,
"For those of you who have been listening to all these talk show
hosts, whose job it is to be a talk show host, and who have not
done any legitimate research into this, if you come to the work
shop, I will show you, on the tape, how it was done. You will
see that Kennedy was, in fact slumped over against Jackie, his
head was turned [this direction], it was ;very simple, was easy
and you will see it with your own eyes."
Another muffled, off-mike question from a member of the au
dience inquiring why no one else had come forward with the infor
mation Mr. Co'oper was disseminating, and' why those who knew it
had kept it secret for so long was 'quickly answered, "It hasn't
been, I'm talking about it now. Bill English was 'talking about
it eight years ago, but everybody laughed at, Bill English. John
Lear's been talking about it for three years, and everybody
laughed at him. Now there's so many. people have been talking
about it, people are starting to listen, and it's about time.
Because it's about time we that we quit being fools, and that's
exactly what they think we are, and we prove it to them every
day. "
The
next question dealt with the alien technology and asked
in essence, "Hasn't anyone else [other than the government] come
up
with the energy technology that the aliens have?" to which Mr.
Cooper answered, "There's been quite a few people who've come up
with it and they've all been stopped~ and they'll all continu~ to
be stopped. Because once you have it you have free energy. Once
you have free energy they no longer have power over you. You un
derstand? That's why they stop it."
Another question asking, '''In the film of the assassination,
which was examined greatly by experts, why didn't they conclude
that Kennedy'S driver shot him?" to which Cooper asked, "Examined
by whom greatly? Most of the film. that you can purchase has ,that
segment cut out. and you can always tell it by the person running
in the background, they'll run up to here ... all of a sudden
they'll be down here ... running. You will see in most of 't'he
clips that you've ever seen on television, or in the movies, or
that you're able to get your hands on, you'll see William Greer
start to turn like this ... " then a muffled comment from the au
dience, then Cooper answered, "That's because they clipped it
out! And on a lot of them,' I'll bet you most of you, every time
you've seen the clip on television, never looked at the driver
anyway., If you're really honest with yourself, and with me., you'

know your eyes were right on Kennedy."
A woman asked if any of the alien technology was being used
in present-day military equipment ;md was answered, "Yes, there's
a lot of alien technology contained in the Stealth bomber, that's
right. The Stealth was flying for 10 years before you
even knew it existed."
As the hour drew late another question, more clearly stated,
was asked of Mr. Cooper, "Before' you let us all out of here,
there's a bunch of us here wondering what can we all do to help
bring this all,out?"
A single word, "revolt," issued from se~eral listeners si
7
multaneously, but Cooper responded, "Don't revolt. What you need
to do is what you should have been doing all along. You need to
3et involved with your government. The first thing you need to
do is purchase a copy of the Constitution, which I know that most
of you don't have anywher~ in your house, and if I were to go
around this room and ask each person what the Constitution says,
most of you couldn't tell me what the Constitution says from your
3rocery bill. And that's the truth! And that is your country!
So if you don't knowwhat your Constitution is you're dead al
ready, so . the first thing you do is you get a copy. of your Con
stitution. '. The secohd thing you do is you learn it! The third'
thing you do is you start calling your senators and your repre
sentatives, and the President of the United States and you start
leaning on them, and you tell them, 'Unless, you st,raighten up the
30vernment, and unless we start getting the truth, and I mean the
, whole truth, 'and no more of this baloney, this is the last job
you're ever going to have, period. And I'll do everything in my
power to make sure that comes true.' And then write them, fre
quently, saying the same thing. And then when they're in your
area, in their area offices, take a little delegation and go see
them, ,and make them understand that they're going to be living in
poverty because they're not going to have a job anymore come
election day. You see, the secret government may own the execu
tive branch, but you people, all of us, we own the Congress, and
the Congress makes the laws, and the Congress can impeach the en
tire executive branch! You also have the right to petition the
30vernment for a redress of injuries. 'So you are powerful,
you've just forgotten that you're powerful, you've forgotten that
that vote that you haven't been doing every time election comes
around, that vote has abdicated your power. That vote you did
not cast abdicated your power and gave it to those who are sub
verting the Constitution and are ruining this country'."
A gentleman then asked, '~What was traded to the aliens for
their technology?"
"People 'and animals," replied Cooper succinctly.
~nother man asked, "Is the Soviet Union in on any of thi~?"
"The Soviet Union and the United States of America have been
close allies since the end of World War II and have been closely
participating in the secret space program all this time. The s6
viets have the same thing we have, yes. What you see happening
in the Soviet block right now is not the result, of peopie stand
ing up and saying, 'We want to be free.' It's the result of the
international pankers saying, 'You tear down these barriers, and
you meet the West half way, give your people some freedom, the
West is going to take some freedom away from their people so that
we can put together a one-world economic system ... and have all
the power. That's what's happening! If you don't believe it,
stick around and watch it!"
A dubious woman then asked, "Why was the shellfish poison
necessary? A lot of his brain was blown off anyway."
Cooper: "The shellfish poison? If you go to kill someone,
one thing I've learned, I learned it real good, I learned it es
pecially good when I went to Vietnam; just because you shoot
someone doesn't mean they're going to die. And if they don't
die, they're going to be mad. And if they've got a gun, you're
dead. So you want the first time to be the last time. So if you
really want to kill somebody you don't play ,around. If yo~ re
ally want to kill somebody ... you kill them, you don't play, you
make sure that when you shoot them, they're dead. That way they
can't hurt you, can't hurt 'you at all:"

Regrettably, the next question was totally unintelligible,
but thankfully Mr. Cooper had a good public.address system to am
plify his reply, "The first moon landing was May 22, 1962 ... or
excuse me, that was the first landing' on Mars. I'm sorry, May
22, 1962, was the winged probe that used a hydrozine propeller,
flew around. approximately three orbits, and landed on May 22,
1962, was a joint United States/Russian endeavo'r: The ·first time
that we landed on the moon was sometime during the .... probably
middle 50s, because at the time when President Kennedy stated
that he wanted a man to set foot on the moon by the end of the
.decade we' already had a base there."
"What about Mars?" came another quick question.
"We have a base on Mars also," Cooper calmly replied.
"When did that happen?"
"I don't know the exact date but I know the project's name,
it was 'Adam and Eve. ' "
"How long have you known about this?"
"Well, I revealed it publicly for the first time on July 2,
1989, and within three weeks of the. time I revealed it publicly,
the government, to get the American people not to listen to me,
came
out and said that they planned to build a base on the moon
and a colony on Mars. Now, three days previous to my speech,
representatives from NASA said" '.We can never have a colony on
Mars, it's impossible that there's a colony on Mars because Mars
is a dead planet.' And it's not a dead planet, they've lied to
you about Mars."
"My name is Dave [unintelligible], I'm'a representative of
the Crystic Institute, and I'd like to know why it was that when
we sent a representative down to your home, at your request, you
failed to produce any documentation to substantiate your allega-,
tions."
"In the first place it was not at my request, I have never
contacted the Crystic Institute in my life. I was on the Ca~ol
Hemingway Show, she contacted the Crystic .institute, she told
Daniel Shehan [sp] that I had just said something about Bush and
drugs on her show. He called me and told ~e he wanted to send an
investigator, in fact he told me to even help the investigator
because he was new at the job, his name was Wayne Nelson, he is a
very good gentleman, 'he at my house for two days, slept
overnight on my couch, I gave him everything I had. I never'told
Daniel Shehan that I : had any documents and I never told Wayne
Nelson that I had any documents. In fact what I told Wayne Nel
son, and I quote, 'Wayne, if I did have the documents I couldn't
admit it and I don't know you from Adam, and I don't know Daniel
Shehan from Adam and 'what makes you think I would.give them to
you. ' Who am I going to them to and how quick are' they
going to disappear, that was my thought. Wayne Nelson also came
to my house with a stack of documents this thick already
substantiating the presence of aliens and extraterrestrial craft
on this planet, and they are keeping it a secret, because they're
afraid somebody'll laugh at them and they'll loose their
credibility.
"We need some patriots in this country, not people trying to
make a 'name for themselves, trying to expose some drug runners,
because those are just the bag-men. The real crook is in the
White House! And you can tell that to Daniel Shehan!"
"Why didn't Jackie Kennedy report [the source of the lethal
shot]?" asked another audience member.
"Who's
she going to tell? The Secret Service just killed'her
husband, and they're assigned to protect the president. Also,
who had her children? The same Secret Service had her children at
the time."
"Wasn't the craft at Roswell', New Mexico, destroyed and all
the aliens killed?" another young man asked.
"All the aliens were dead but the craft was not completely
destroyed, it was' severely damaged yes."
On an 'unrelated note an older gentl, eman asked, "Does that
mean that Alternative-3 is true?"
"Alternative-3 is absolutely true and so is Alternative-2."
Then a man in his. late 20s or early 30s raised his hand,
said something unintelligible, ·andwas apparently recognized by

Mr. Cooper, who asked him to take the podium and addr~ss the au~
diemce.
"What I said was that I thanked him [Cooper] very much for
coming forward and saying something. A lot of my friends out
here know 'that I was involved in the United States Special
Forces, UFO Tracking and Research from the years 1971 to 1975.
My name is Richard Murray, I was based out of the 71st Tac Con
trol Flight, McDill Air Force Base, Tampa, Florida. We were
'Mobile Radar Command,' that was combat and war ready. We could
be loaded on aircraft within an hour and many times were taken
into areas [to] set up radar. A lot of times we were setup
around Egland [sp] Air Force Base because that's where they have
the 'Altered Temperature Weather Control,' where they can test,
various aircraft for their shrinkage and their dimension change
during altered temperature. So, you know, I was told to shut up
twice in 1982 and they finally threatened my parents life so I'
quiet, and, that's when Wendel Stevens was taken off the
streets ... Just like that! And I hid for awhile, and de
cided to come back out when I heard that you're ·[Cooper] of such
high rank as you were, and I felt just in 'that your cre
dentials are true, and that what you have to say, everything
you've said here today, I've heard before behind closed doors.
And you've really tied the link for me to the Kennedy killing.
And there's a few more links that have to go on with the Columbia
Cartel and the money laundering. I think there'S more than one
involved, and 're shutting one of them down so one dan
maintain a power, it just seems ,to be the way it works."
A muffled question then, came from someone in the audience
regarding the person referred to as "Colonel Stevens."
"Uh, Colonel Stevens is out of jail now," replied Murray who
was
quickly asked another question I couldn't hear to which he
answered, "I sure hope to hell so, he is a wonderful man, and I
give him my utmost respect, and it was one of the saddest days in
my life to see what happened to him happen to him. But I don't
care what they say about Wendel Stevens, in my heart you can't
discredit that man to me. I don't care who the hell you are., I
won't listen to it, I don't give a shit if he was screwing ba
bies. You know ... that doesn't ... he's not that kind of a man,
I don't care what you say, I know him personally."
The lecture was then essentially over. The "Alternative~2
and Alternative-3" that were referred to are (just
now) two government contingency to 1. Declare
Martial Law and invalidate the Constitution on the premise that a
terrorist group had entered the country with a Nuclear weapon
with plans to detonate it in a major city. All dissidents would
be rounded up and placed in concentration camps and the 'press and
media would be nationalized. All this if the information becomes
before they want it to or if the aliens 'attempt a
takeover, and 2. Another contingency plan to contain or delay the
release of this information, the details of which I am probably
wrong about ,anyway.
Mr. Cooper is a man who appears to be in his late 40s, of
medium height and weight, and was dressed casually during the
lecture. His hairline was receding slightly, and he carried him
self with confidence and purpose. Bill Cooper, as he was called
by several in attendance, is not a professional speaker. His
presentation lacked the poiish of repeated deliveries which all
the other lectures had the Expo, but what it lacked in
fine tuning was easily made up for in its content.

the alien presence on Earth and the U.S. Government's involvement
with the aliens. '
This file contains only the information as I saw it and only
my information.
It does not contain any information from any other source.
It was necessary for me to issue the information previous to
this release in a manner which would deceive the government until
someone was able to independently confirm my identity, my employ

of the person to which I gave the information in 1972, hisac

that the information is correct, that I have not seen him since
1974, and that I have not communicated with him in any form since
1976.
This was necessary because this file is my death warrant if
MJ-12 continues to operate in a manner consistent with its his

OPERATION MAJORITY is the name of the operation responsible
for every aspect, project, and consequence of alien presenc~ on
Earth.
GRUDGE contains 16 volumes of documented information.col
lected from the beginning of the United States investigation of
Unidentified Flying Objects (UFOs). and Identified Alien Crafts
(lACs) .
The
project was financed by CIA confidential funds
(nonappropriatedl and money from the illicit drug trade. Partie
ipation in the illegal drug trade was ified in that it would
id~ntify and eliminate the weak elements of our society. The
purpose of Project Grudge was to collect all scientific, techno
logical, medical and intelligence information from UFO/lAC sight
ings and. contacts with alien life forms.
This orderly file of collected information has been used to
advance the United States Space' Program.
MJ-12 is the name of the secret control group.
President Eisenhower commissioned.a secret society known as
THE JASON SOCIETY (JASON SCHOLARS) to sift through all the facts,
evidence, technology, lies and and. find the truth of
the alien question.
The was made "up of 32 of the most prominent men in
the country in 1972 and the top 12 members were designated MJ-12.
MJ-12 has total control over.everything. They are desig
nated by the codes J-1, J-2, etc., all the way through the
members of the Jason Society.
The director of the CIA was appointed J-1 and is the Direc
tor of MJ-12.
MJ-12 is responsible only to the President.
MJ-12 runs most of the world's il drug trade.
This was done to hide funding and thus keep the secret from
the Congress and the people of the United States.
It was justified in that it would identify and eliminate the
weak elements of our society.' .
The
cost of funding the alien connected projects is higher
than anything you can imagine. .
MJ-12
assassinated President Kennedy when he informed. them
that he was going to tell the public all the facts of the alien
presence.
He was killed by the 'Secret Service agent driving his car,
and it is visible in·the film held from public view.
A secret meeting place'Was constructed for MJ-12 in MARYLAND
and it was described as only accessible by air.
It contains' full living, recreational, and other facilities
for MJ-12 and the JASON SOCIETY.
It is' code named "THE COUNTRY CLUB." Only those' with TOP
SECRET/MAJIC clearance are allowed to go there.
MAJI is the MAJORITY AGENCY FOR JOINT INTELLIGENCE.
All information, disinfbrmation, and intelligence is gath
ered and evaluated by this agency.
~ This agency is responsible for all disinformation and oper
ates. in conjunction with. theClA, NSA, and the Defense'Intelli
gence Agency.
This is a very powerful organization, and all a'lien projects
are under its control. .
MAJI is responsible only to MJ-12.
SIGMA is the project which first established communications
with the aliens and is still responsible for communications.
PLATO is the project responsible for diplomatic relations
.with the aliens.
This project secured a formal treaty (illegal under the Con
stitution) with the aliens.
The terms were that the aliens would give us technology.
In return, we agreed to keep their presence on earth a se
cret, not to interfere in any way with their actions, and to al
low them to abduct humans and animals.
The aliens agreed to furnish MJ-12 with a list of abductees
on a periodic basis.
MAJIC is the security classification and clearance of all
alien connected material. projects, and information.

AQUARIUS is a project which compiled the history of alien
presence and their interaction with Homo Sapiens upon this planet
for the last 25,000 years and culminating with the Basque people
who live in the mountainous country on the border of France an~
Spain and the Syrians ..
GARNET is the project responsible for control of all infor

the information and documents. .
PLUTO is a project to evaluate all UFO/lAC information per
taining to space, tel [TRANSMISSION GARBLED] ,
POUNCE the project formed to recover all downed/crashed
craft and aliens.
REDLIGHT is the ,project to test recovered alien craft.
It is conducted at AREA 51 (DREAMLAND) in Nevada.
It was aided when the aliens gave us craft and helped us fly
them.
The initial project was som~what successful in that we flew
a recovered craft, but it blew up in the air, and the pilots were
killed.
The project was suspended at that time until the aliens
agreed to help us.
SNOWBIRD was 'established as a cover for project REDLIGHT.,
Several flying saucer ,type craft were built using conventional
technology.
They were unveiled to the press and flown in front of the
press.
The purpose was to explain accidental sightings or disclo
sure of REDLIGHT as having been the SNOWBIRD craft.
LUNA is the alien base ori the far side of the Moon.
It was seen and filmed by the Apollo ,astronauts.
A base, a mining operation using very large machines, and
the very alien craft described in sighting reports as
MOTHER SHIPS exist there.
NRO is the National Recon Organization based at Fort Carson,
Colorado.
It is r~sponsible for security for all alien or alien craft
connected projects.
DELTA is the designation for the specific arm of the NRO,
which is especially trained and tasked with security of these
projects.
JOSHUA is a project to develop a low frequency pulsed sound
~enerating weapon.
It was said that this weapon would be effective against the
alien craft and beam weapons.
EXCALIBUR is a weapon to destroy the alien underground
bases. It is to be a missile capable of penetrating 1000 meters
of Tuff/hard packed soil such as that found in New Mexico with no
operational damage.
Missile apogee not to exceed 30,000 feet AGL and impact must
not deviate in excess of 50 meters from designated ~arget.
The device will carry a one-megaton nuclear warhead.
ALIENS: There were four types of altens mentioned in the
papers. A LARGE NOSED GREY with whom we have the treaty, the
GREY reported in abductee cases that works for the LARGE NOSED
GREY, 'a blond human like type described as the NORDIC, a red
haired human like type called the ORANGE.
The home of ,the'aliens were described as being a star in the
Constellation of Orion, Barnards star, and Zeta Riticuli 1&2.
I
cannot remember even under hypnosis which alien belongs to
which star.
EBE is the name or designation given to the live alien cap
tured at the 1949 Roswell crash.
He died in captivity.
KRLL OR KRLLL OR CRLL OR CRLLL pronounced Crill or Krill was
the hostage lef,t with us at the first Holloman landing as a'
that the aliens would carry out their part of the basic
agreement reached during that meeting. '
KRLL gave us the foundation of the yellow book which was
completed by the guests at a later date.
KRLL became sick and was nursed by Dr. G. Mendoza who became

the expert on alien biology and medicine. KRLL later died.
His information ,was disseminated under the pseudonym O.H.
eril or Crill.
GUESTS were aliens exchanged for humans who gave us the bal
ance of the yellow book. '
At the time I saw the information there were only three left
alive.
They, were called (P&# 's) Alien Life Forms.
[TRANSMISSION GARBLED]
RELIGION
The aliens claim to have created Homo Sapiens through hy
, bridization.
The papers said that RH-blood was proof of this.
They further claimed to have created all four major reli
gions.
They showed a hologram of the crucifixion of Christ which
the government filmed.
They claim that Jesus was created by them.
ALIEN BASES exist in the four corners area of Utah, Col
orado, New Mexico, and Nevada.
Six bases were described in the 1972 papers, all on Indian
reservations and, all in the four corners area. The' base near,
Dulce was one of them.
MURDER
The documents stated that many ,military and government per
sonnel had been terminated (mqrdered without due process of law)
when
they had attempted tO,reveal the secret.
CRAFT RECOVERIES
The documents stated that many craft had been recovered.
The early.. ones from Roswell, Aztec, Roswell again, Texas,
Mexico, and other places.
GENERAL DOOLITTLE made a prediction that one day we would
have to reckon ,with the aliens, and the document stated that it
appeared that General Doolittle was correct.
ABDUCTIONS were occurring long before 1.972.
The,document stated that humans and animals were being ab
ducted and or mutilated.
Many vanished without a trace.'
They were taking sperm and ova samples, tissue, performed
surgical operations, implanted a spherical device 40 to 80'mi':'
crons in size near the optic nerve in the brain and all attempts
to remove it resulted in the death of the patient.
The document estimated that one in every 40 people had been
implanted.
. This implant was said to give the aliens total control of .
that human.
CONTINGENCY PLAN SHOULD THE INFORMATION'BECOME PUBLIC OR
SHOULD THE ALIENS ATTEMPT A TAKEOVER.
This plan called for a public announcement that a terrorist
group had entered the United States with an atomic weapon.
It would be announced that the terrorists planned to deto
nate the weapon in a major city.
Martial law would be declared and all persons with'implants
would be rounded up along with all dissidents and would be placed
into concentration camps.
The press, radio, and TV would be nationalized and con
trolled. 'Anyone attempting to resist would· be arrested or
killed.
CONTINGENCY PLAN TO CONTAIN OR DELAY RELEASE OF INFORMATION
This plan called for the use of MAJESTIC TWELVE as a disin
formation ploy to de~ay and confuse the release of information
should anyone get close to the truth.
It was selected because of the similarity of spelling' and
the similarity to MJ-12.
It was designed to confuse memory and to result in ;;I. fruit
less search for material that does not exist.
SOURCE OF MATERIAL CONTAINED IN THE DOCUMENTS WHICH I SAW
The source of the, material was an Office of Naval Intelli
gence counter-intelligence operation against MJ-12 in order for
the Navy to find out the truth of what was really going.on.
The Navy (at that, time or at least the Navy that I worked
ARMS Email System

for) were not participants in any of this.
The different services and the government conduct this type
of operation against each other all the time.
The result of this operation was that the Navy cut them
selves in for a piece of the action (technology) and control of
some projects.
As you can see this file is only a little different from my
previous file.
Only some names were scrambled previously to confuse the
government long enough for
someone to verify that what I have
said is the truth.
I have' added information in this file that puts me in ,abso
lute danger.
I have sent a copy of this file to people allover the coun
try and wili continu'e to do so. '
Please get this file into as many hands as you can and maybe
that will protect me but I doubt it.
HISTORY WILL BE THE JUDGE, OF ME AND THIS INFORMATION, AND I
HAVE NO FEAR OF THAT JUDGEMENT.
I SWEAR THAT THIS INFORMATION IS TRUE AND CORRECT TO THE
BEST OF MY KNOWLEDGE.
I wish to thank all those people who have aided me in reach
ing this point and for their patience and understanding.
lowe you all more than I' can ever 'repay.
Finally, it does not matter who is right and who is wrong or
if a project name is in the wrong place. '
It does not matter who working for whom or what is really
what.
It should be obvious by now that something sinister and ter
ribly wrong is going on involving the: government and UFO phe
nomenon.
We must all band together and expose it now.
I
have don~ my part in the best manner that I could.
I can add nothing else except my testimony in Congress or a
court of law that what I saw and have written ,in this file is
true and that I saw it.
Everything in my previous* file that does not conflict with
this file is' true and correct to the best of my knowledge and
some of it is from sources .and research.
You may combine the files to get the entire picture.
Throw out only that information that conflicts with that
contained in this file.
There will be no further additions or corrections to this
information either now or in the future.
My file is complete and stands to be judged by history.
Sometime in the ,future the exact papers that I saw will sur
face, and you will all see this exact information contained
within them.

And later he states: "Because of, reports like these [UFOs],
airline pilots became subject to military restrictions contained
in a Joint Army-Navy-Air Force Publication (JANAP), drawn up by
the Joint Communications-Electronics committee, and promulgated
, by the Joint Chiefs of Staff, and could thus find themselves li
able to a prison term of up to 10 years and/or a fine of $10,'000
if they discussed their sightings with the media or public"
(Good, 283).

Stan Barrington offers a document about "Operation Majority,
which concerns the dealings of MJ-12. The following discussion,
taken from the alt.conspiracy section of, Usenet, focuses on tqe
validity of those documents:
"What is the latest status of the MJ-12 documents
(concerning authenticity)? I know that Klass did his usual de
bunking job, but also read that Friedman produced all the sup
porting evidence Klass had demanded (similar typefaces in use on
other documents of the same era, etc.). Has the U.S. Government
taken a formal position on the MJ-i2 documents? What evidence,
pro and con, has been produced on the authenticity issue since
their release. What are the "details of the release? Any and ail
information will be appreciated. Thanks."
The reply was: "I don't know about the U,S. Government's
position, but Klass has done a pretty good job of showing that
there is at least some fraud in ,the papers. In particular, he
has shown that the supposed signature of Harry Truman on one of
the critical papers is identical to the signature on anot, her
document in the National Archives, except that it's (if I recall
correctly) 3.6 percent larger. It is impossible for two
signatures to be identical unless one is a photographic copy of
the other, and interestingly, most copying machines do ~ very
small expansion of what they copy to prevent edge effects--a
blow-up of exactly 1.2 percent. So it would appear this supposed
signature is actuailya third-generation photocopy of Truman's
signature. Handwriting experts have confirmed this. I believe
it's written up in the current (Spring 1990) Skeptical Inquirer,
but I can't find my copy at the moment so I can't say for sure."
I don't know who Klass or Friedman are, (although Friedman
may be the same person that was mentioned as a in Majestic
by Whitley Strieber, and also mentioned as a government official
in the speech) but the ~keptical Inquirer is a respected paranor
mal debunking newspaper put out by James "the Amazing" Randi.
It also seems to me that the idea that Truman's signature is
a photocopy of another one in the National Archives is a bit odd.
There must be thousands of Truman signature in the Archives, and
thinking, that someone could find the one that exactly matched a
3.6 percent enlargement is laughable (but then again, those same
people find the idea of a huge UFO cover-up laughable).

Whitley Strieber is a strange character in this whole af
fair. He is the writer of Wolfen and The Howling, two horror
novels. Lately, he turned to writing about UFOs.
His first book on the subject, Communion, deals with his
personal experiences 'with abduction by an unknown intelligence
(Strieber always tries to avoid the word "alien," so he can leave
the options open that these are humans that are traveling through
time or even an unknown earthly intelligence). His second book,
Transformation, is not as familiar to me, but I have heard that
ARMS Email System

, "") IP •
it is more of the same as Communion, exce'pt that it is less well
supported and deals with a sort religion of the unknown.
Strieber contends in that book that the "others" (as he calls
them) gave him a sketchy design for,an anti-gravity motor that
relies on rotating magnets.
His third book is Majestic. Milton William Cooper mentions
it in his This book follows the Cooper speech closely in
many regards; in fact, sometimes it seems like one is stealing
=66rom the other because they are so close. Strieber writes this
book as fiction, but ,at the end there is a section in which he
says that, the book is based on truth'and that the government is
hiding information' from the public. He insists that this truth
must be brought out. However, Cooper says that Strieberis work
ing for the gov, ernment. ,He offers some proof to this claim, but
he doesn't really say why the government would hire Strieber to
write Majestic, or whether he was hired before he wrote Communion
and Transformation. All Cooper, says is that Strieber'is testing
the waters', leaking the information in a way that the government
could deny.
I think that if Strieber works for the government, then it
is mostly because the government thinks that people will
not believe anything he writes about UFOs, given his history'of
writing horror. Thus, the government Strieber write some
thing that is based on truth, and everyone thinks it is com'ing
=66rom such a bad source that it must be false.

This from Keith Rowell in Oregon:
"You folks interested in Strieber's claim~ should check out
the book Report on Communion (Morrow, 989) by Ed Conroy.
"Conroy is a San Antonio-based reporter who wrote
some early articles for the loc~l newspaper and then continued to'
explore and investigate till he ended up w~th a book. He basi~
cally concludes that S~rieber,' s claims are true as far as we now
understand the UFO phenomenon, which is very far from adequate at
this time. (The 'scholarly and, scientific establishment has yet
to honestly and openly embrace the problem of the UFO. Conroy's
book is opening the way for the ive media people,
though. are changing as the UFO issue just refuses to go
away.) You will all hear more and more about the real'ity status
of UFOs as we go through the,1990s. Intelligence establishment
secrecy is being slowly broken down and the scientific/scholarly
community is slowly putting up less resistance as the years go
by.
liMy are based on 15 years of the UFO liter-
ature, and four years or so, of more or participation'
in the UFO community. It is very hard to understand what is go
ing on in the UFO community without paying very close attention
to it. The normal sources of news and information cover this
3rouP of in .a very inconsistent and sometimes downright
biased way. You're just going to have tQ get your feet wet on
this onej otherwise, you'll just being talking through your hat.
"I'll be happy to send via electronic my representative
UFO bibliography to anyone who wants it. , new (and sig
nificant) UFO books are add~d practically monthly in the past few
years. UFOs are hot again. We seem to be in a peak of activity
again.
"The latest significant book is ~y Ed walters on his Gulf
breeze UFO/photograph, experiences,
being distributed to your 10
cal bookstores as I ,write this."

UAir Force says dummies used in parachute tests were mistaken for
WASHINGTON (AP) The Air Force today offered what it hopes is
the final word on claims by UFO buffs that alien bodies were
recovered at a crash site in New Mexico in 1947: The --bodies"
were not aliens but dummies used, in tests.
The explanation on the eve of the 50th anniversary of the
incident is offered in enormous detail in a 231-page report the
Air Force released today. It is meant to close the book on
rumors that the Air Force recovered a flying saucer
and extraterrestrial bodies near Roswell, N.M., in July 1947, and
then covered it up.
immediately pointed 'out a discrepancy. The parachute
tests occurred years after the Roswell incident. The Air Force
theorized that those who saw the dummies were confused over the
dates.
Deon Crosby, director of the International UFO Museum and
Research Center in Roswell, said the report raises more questions
than it an'swers. She said pictures of the Air Force dummies look
like mannequins, and if that's what they were --what does it say
about the people in the military who can't tell the difference
between mannequins and bodies?"
The title of the report tells it all: --The Roswell Report, Case
Closed. ' , ~
The Air Force in 1994 issued a report on the Roswell incident
that'said the --spacecraft" that supposedly crashed in the New
Mexico desert was an Air Force'balloon used in a top-secret'
program, Project Mogul, intended to monitor the atmosphere for
evidence of Soviet nuclear tests.
The Air Force called that report its final response to the
Roswell rumors. But later the Air Force came upon evidence it
believed would explain the additional rumors that space aliens were
recovered at the crash site and were covered up. So today's report
was put together to provide what Air Force Secretary Sheila widnall
called a --complete and open explanation. "
The
possibility of a ,government conspiracy to cover up an actual
UFO was ridiculed today by retired Air Force Col. Richard
Weaver, who wrote the 1994 report.
--I don't think the government is of putting t'oge_ther a
decent conspiracy," Weaver said on NBC 's --Today' I show. --We have
a hard time keeping a secret, let alone putting together a decent
conspiracy. ' , '
Asked if he thought the new report will put the matter to rest,
Weaver said, --No, I doubt it. This has become a religion to many
people. It's almost a cult. Certainly an unbelievable financial
opportunity for many folks. So I think this is going to endure. I I
Although the Air Force's explanation of a mix-up of parachute
dummies for space aliens seems reasonable, there is one aspect that
troubles some UFO researchers: The tests with the dummies came
about a decade after the 1947 Roswell incident.
Did those who claimed to have seen the --aliens' I mix up their
dates that badly?
--I think this is a real stretch," said Karl Pflock, a UFO
researcher in New Mexico who said he does not believe the Roswell
incident involved alien spacecraft.
In its report today, the Air Force offered little elaboration on
ARMS Email System
Page 1
of2
AaMS Email System
the theory of the mix-ups in dates other than speculation that
events in the 1940s and 1950s "have been consolidated'! in the.
minds of some who claim to have been witnesses.
"It appears that UFO proponents have failed to establish the
accurate dates for these 'alien' observations in some instances
by more than a decade and then erroneously I inked them' , . to 'the
actual recovery of Project Mogul debris, the report said.
The life-size dummies were used in high-altitude parachute drops
from 1954 to 1959 as part of Air Force projects code-named High
Dive and Excelsior. The,object was to devise a way to return a
pilot or astronaut to earth by parachute if forced to .escape at
extremely high altitudes.
The dummies were transported to altitudes up to 98,000 feet by
balloons and then released. Balloons dropped 67 dummies throughout
New Mexico in the 1954-59 period. The majority of them landed
outside the confines of military bases in eastern New Mexico, near
Roswell, according to the Air Force report.
The dummies had a skeleton of aluminum or steel, skin of latex
or plastic, a cast aluminum skull, and an instrument cavity in the
torso and head.
The Air Force said the existence of such dummies was not widely
known outside of scientific circles and "easily could have been
mistaken for something they were not. " Today such dummies are
widely used in auto crash tests.

ANNOUNCER: From ABC News, "This Week, " with Cokie Roberts, Sam
Donaldson, featuring David Brinkley and George will.
MR. DONALDSON: This week, the Supreme Court strikes down part of the
Brady gun law, ruling that states cannot be forced to conduct background
checks of prospective gun buyers.
REP. CHARLES SCHUMER (D-NY): (From videotape.) I.t is a victory for the
mugger, it is a victory for the gun dealer and it'is a defeat for
law-abiding citizens everywhere. \.
JIM FOTIS (Law Enforcement Alliance): (From videotape.) This law was
nothing than more than political posturing and meaningless rhetoric. It
hasn't done a thing to help law enforcement.
MR. DONALDSON: Is there a new battle brewing over gun control? We'll
ask Sarah Brady, an outspoken advocate of handgun control; and Wayne
LaPierre, executive vice president of the National Rifle Association.
And this week, the Pe'ntagon tries to put· an end to 50 years of
questions about whether a UFO really crashed near Roswell, New Mexico, in
1947.
COL. JOHN HAYNES (U. S'. Air Force): Bodies observed in the New Mexico
desert were probably test dummies that were carried aloft by U.S. Air
Force high-altitude balloons for scientific research.
MR. DONALDSON: But the true believers are not satisfied.
CITIZEN: This is the third story the Air Force has come up within 50
years. Our story hasn't changed.
MR. DONALDSON: In the Roswell incident" is it really case closed? We'll
ask Captain Jim McAndrew, the author of the Air Force report, who spent
three years researching the event at Roswell.
And our roundtable. No flying saucers or ex~raterrestr'ials here with
Bill Kristol, George Stephanopbulos and Linda Douglass.
Welcome to' our program. Cokie is off. Her son Lee is ,getting married,'
and 'we wish everyone the very best.
Well, there is some other news today. Shortly we'll go live to Las
Vegas for the latest on last night's incident in which Mike Tyson bit off
a bit of Evander Holyfield's ear.
But first, we're on the eve of the transfer of sovereignty to China of
Hong Kong, ending 156 years of British rule. And Peter Jennings is there.
Peter joins us live today from Hong Kong. . ,
Peter, exactly where are you standing? And how are things going for the
transfer?
PETER JENNINGS (ABC News): Well, they're going very And as you
can see, we didn't come for this, Sam, but it is one of the great photo
ops of all time. We're on the Hong Kong side of what is clearly the most
celebrated harbor in the world, and that is the Hong Kong side as seen .
from the other. And right down there in the lower left~hand corner of
your frame is the center where 'the hand-over is ,actually going to take
place.
This harbor, this deep-water harbor which the'British have found so
useful for their navy for more than a century has only a couple of British
'ships left in it, including tonight a rather small one. The royal yacht
Britannia is her.e just at our feet, where Prince Charles is staying and
which will take him,and the last governor of Hong Kong, Chris Patton, into
the dark tomorrow night, a dewy-eyed occasion for a great number of people
here. But it's much more important than that, as you know.
MR. DONALDSON: Peter, we journalists are ,often accused of looking for
trouble, so I'll ask the question: are there any demonstrations
tomorrow? The turnover happens at midnight. And what do you make of the
fact that China is sending in regular army troops shortly after the
turnover?
MR, JENNINGS: Sam, let me deal with the second part' first, less
important what I make of it than what the Hong Kong peopl,e make of it.
think people generally, Sam, have been much calmer about the People'S
Liberation Army coming in here 4,000 strong. They know that it's part of
the agreement, they know there are going to be fewer troops here than the
British actually had at one point.
They think the Chinese on the mainland have been a little insensitive
by deciding to send in armored personnel carriers,' but quite frankly, the
headlines about the Chinese army coming .in here are somewhat fervent at
'
ARMS Email System
Page 2
of15
I
ARMS Email System
home than they are here. Under the basic agreement between the's
Republic of China and Hong Kong, it will be the Hong Kong police who keep
order here, and so at least everybody I have talked to, in all walks of
life, takes it the army is a show of sovereignty by the Chinese government,
an attempt to say we've arrived and this is the way it is'.
Now, as to demonstrations tomorrow night, yes, there are going to be
some, of course. Some of the most ardent democrats have said they will
demonstrate against the dissolution of the elected legislature here and
the Chinese coming. But again, I think it's a pragmatic demonstration
tomorrow, wanting to use the world's spotlight, but not wanting to take
undue advantage of it.
MR. DONALDSON: Peter, sum up in just two or three sentences what this
transfer mea'ns to the United States.
MR. JENNINGS: Well, I think for us it" s the litmus test of the
U.S.-Chinese relationship in Asia. It's the most important reiationship we
have in Asia, if not,the most important one in the world at the moment.
And I think everybody will look to what happens here to see whether or not
the Chinese actually keep an agreement. And if something can be
accomplished here, then who knows what's about Taiwan? That's
what the Chinese government certainly has in mind. And who knows what can
happen about Korea?
And as the U.S.-Chinese relationship gets ever more important, this is
a place to see if they keep their word.
MR. DONALDSON: Thank you very much, 'Peter. We'll be seeing you soon.
Peter anchors our coverage tomorrow, with a special edition of "Good
Morning America," and continuing at 11:00 a.m. with the live ceremonies.
Well, what' a $cene it was last night in Las Vegqs. It wasn't so much a
heavyweight championship fight as it was a championship bite. In the third
round, challenger Mike Tyson bit off a portion of champion Evander
Holyfield's ear. See that. Look at that. The referee called a temporary
halt and warned Tyson about his conduct. The fight resumed, and Tyson took
another bite at Holyfield's ear. And the referee stopped the fight and
awarded the decision to Holyfield. A melee in the ring, and guests
stampeded out of the hotel.
MIKE T.YSON: (From videotape.) He kept going down and coming up, and he
charged into me.
EVANDER HOLYFIELD: (From videotape.) Why do you have to bite somebody?
If you feel that you could whoop me, why you can't whoop me with the
gloves on?
MR. DONALDSON: Well, that's a good question. Joining us live now from
Las Vegas is ABC's Armen Keteyian.
Armen, why did he do it?
ARMEN KETEYIAN (ABC News): Well, I think Tyson said, Sam, it was in
retaliation. He said in the second round of the fight, Holyfield had
head-butted him much like he did in the first last November. He
sliced open Tyson'S right eye, And Tyson was outraged and irate that Mills
Lane, the referee, didn't do anything about it, so he deciqed to take
matters into his own hands -or actually, into his own mouth.
MR. DONALDSON: Well, Armen, right after that melee that we saw erupt in
the ring, everyone erupted from the hotel, there was a great, huge
commotion. All h-e-you-know-what broke out. Tell us about that. You were
there.
MR. KETEYIAN: There was some pretty 'serious stuff, Sam. The chaos in
the ring, was masked by the chaos and pandemonium and panic in the casino.
There were some widespread reports that both the local police and the
highway patrol, that there were gunfire --gunshots inside the casino
shortly after the fight. The MGM Grand says no, no" it was champagne
bottles dropping or beer bottles. What's not in is that there were
several fights inside the casino. That triggered a stampede out the front
door, thousands of people trying ,to flee the casino at one time, 24 people
injured, several of them seriously, 1 person reportedly with a heart
attack. Another woman who we talked to said she was tramp.led on the way
out, flipped over a guardrail. Another woman who we spoke to said she had
been ,hit face down into\the concrete.
So they closed the casino for two hours. There were SWAT teams, or not
SWAT teams, but local police and paramedics allover the place. And the
casino at this point is just starting to get back to normal,
MR. DONALDSON: Wow. Talk about your Las Vegas spectaculars. Very
quickly now, what happens to Mike Tyson now?
MR. KETEYIAN: Well, what happens short-term is on Tuesday, the Nevada
~thletic Commission is going to hold a hearing, an emergency hearing.
Page 3

ARMS Email System

·They're to find out .whether there is cause. They've already
suspended him, they've already withheld his $30-million purse pending this
hearing. They're going to decide whether, there's enough basis' ,to
permanently suspend Tyson. And Tyson will have a chance to repeal and go
before the committee or the association if indeed they're going to do it.
MR. DONALDSON: Thank you very much, Armen Keteyian, from Las Vegas.
Thanks.
Coming next, a debate over the future of the Brady g"un control law with
Sarah Brady, the chair of Handgun Control and the wife ~of James Brady,
whom the bill was named; and Wayne LaPierre, the execudive vice president
of the National Rifle Association. '
And later, we'll have an exclusive interview with Jim McAndrew, who
wrote the Air Force's report on alleged UFO sightings at Roswell.
(Announcements. 1
MR. DONALDSON: Here with us now is Sarah Brady, head of Gun Control,
Incorporated; and Wayne LaPierre of the NRA. And joining me in the
questioning, as always, is George will, and also ABC News Justice
Department Correspondent Linda Douglass. Welcome to both of you.
MS. BRADY: Thank you.
MR. LAPIERRE: Thank you.
MR. DONALDSON: Glad to see you. Ms. Brady, does what the Supreme Court
did in striking down the provision which requi.res local law enforcement
officers to conduct background checks, does that seriously impair the
and what the law intended?
MS. BRADY: Not at all, no. We're that it wasn't upheld in
total, but a majority of the law was. We still ha~e the waiting period, .
the rest of the law is intact, and nationwide law enforcement fought for
this piece of legislation. They're going to continue, for the most part,
to run background checks.
MR. DONALDSON: Well, Mr. LaPierre, you opposed the bill when it was
passing through Congress. Do you know feel that what you opposed has been
satisfied, or do you still think it's an undesirable law?
'MR. LAPIERRE: Well, Sam, we felt that if the check was going to be
carried out and be constitutional, it had to, be carried out at the
national level. I mean, there "s a lot of hiding behind phony
statistics on this. They don't have 186,000 felons or 250,000, felons.
TheY've got a lot of John Smiths confused with John Smiths.
If they don't have that, you in the media ought to join with us and
demand they start prosecuting people. They've only prosecuted, U.S.
attorneys, seven people, according·to the General Accounting Office, and
jailed three in four years. I mean, is law enforcemet:lt, U.S. attorneys
giving all those felons a pass.. saying just go home? I mean, credit card
companies are tougher on someone that overdraws their credit card than
they're being on these so-called felons. We need to get the instant check
on line nationally. That's the way to do it. The NRA will support it. ,It's
a better system, and let's do it.
MR. DONALDSON: Are you saying the problem was overblown, that there
aren't that many people out there who shouldn't have handguns who would
:Jet them?
MR. LAPIERRE: I'm saying the statistics you're hearing in the press and
from the are not accurate. If they are, why aren't :itqey
prosecuting them? Most of those are simply clerical errors.
And there's not a technology problem on putting tliis technology on
line. ~ook, I mean this is the age of the Internet. You have laptops on
airplanes. You have kids running around with computers and video games
where the technology'S more complicated than what it would take to get
some of these records at .the state level off of paper and
computerizing them. And that's the only way you get a check.
MR. DONALDSON: Ms. Brady, is he right, the statistics are sort of all
overblown here?
MS. BRADY: Not at all. In the first , background checks nationwide
have stopped over 250,000 people from purchasing guns. What he is talking
about is how many prosecutions for people who lied on their form. That's
not what this law was intended to do. It was to stop 250,000 felons or
fugitives or kids from being able to buy guns. It's preventing the
purchase before it is made, and it's very wise to do. '
The
instantaneous ,check system, when it up and going along with the
background check, will be'fine. But it's far from being ready and going,
and it has nothing to do with the national software or anything of that
type. It's the fact that the states around the country, many; of them, are

updated "and computerized.
MR. LAPIERRE: But
MR. DONALDSON: Let's let George get in here.
MR. WILL: Well, before going on to the next question, respond to Ms.
Brady's point about those numbers.
MR. LAPIERRE: Sarah, I'm all --we're all for --the NRA is all for the
check, but that argument just doesn't wash. I mean, that is the, simplest
technology we have available. You simply take the records off paper and
computerize them, If we don't do that, even if there is a check at the
local level, police officers are on their hands and knees going through.
paper files. '
MS. BRADY: But in states like West Virginia, where they're still in
shoeboxes, it's taking time to ,get them up. That's -
MR. LAPIERRE: Congress has appropriated a half a billion dollars to get
it done.
MR. WILL: Mr. LaPierre, let's not talk about the technology for a
moment.
Let's talk about Ms. Brady's point, which is that yournumbe~ that
seven have been prosecuted ?nd three convicted, is not the relevant
question. The question is how many·felons have been stopped from getting
guns? Do you dispute her measure of the effectiveness of the law?
MR. LAPIERRE: Well, I would say, . unless you'prosecute, you probably
haven't stopped any, because almost all felons buy their guns illegally
anyway. And the few that are dumb enough to go into a gun store -
,MS. BRADY: Now Wayne ...
MR. LAPIERRE: -:-and get flagged, if you don't prosecute them, they're
simply going and getting a gun illegally and about committing their
crime, We are in favor of the check. I'll join with Sarah. And. I've
already talked to Speaker Gingrich and Majority Leader Lott. They're
willing to meet this week, go down to the WhiteHouse. Let's go down
together and let's do whatever it takes to get the national instant ,check'
on line. It's the only way under the Supreme Court decision there will be
a ch~ck. .
MR. WILL: Ms. Brady, what is your position? What do they qo when
they're turned away at the gun dealer? Do say, "Heck, I can't get a
gun, " and go home?
MS. BRADY: That's exactly what happens and --except for the ones in
which --and there have been many prosecutions of this type.-"where there
is a felony warrant out for their arrest and that's discovered at that
point. Then this is not an arrest, on Brady bill line on the form. is
where you discover during the background check,so~and-so has 1
they're wanted for murder or domestic abuse or something, and they are
then arrested and prosecuted. And there have been numerous of these that
have happened, and is a totally different type of prosecution.
MR. LAPIERRE: I agree with that. The only way you'll get yourself
prosecuted, the way it's been working, is if the U.S. attorneys want you
for something el.se., Then they'll prosecute you, but that's· not good enough.
MS. BRADY: And that's what but the purpose of the background check
is very simple. It is to stop illegal purchases, and. that's what it has
been doing. It does no more or no less.
MS. DOUGLASS: Mr. I:.aPierre', what is your opposition in the first place
or the grounds for the opposition to the five-day waiting period? Why is
it so important for someone.to be able·to go down and immediately get 'a
gun?
MR. LAPIERRE: Well, under every scenario, including the Brady bill,
keep in mind, the wait disappears. It.was simply an interim measure. But
the best is an example in Virginia, where you had a woman wh9se
ex-boyfriend said he was going to kill her. She went out that day, bought
a gun through the instant check; she was checked out and she, was .a
law-abiding citizen. That night, he broke down her door, tried to kill
her, came at her with a machete. She saved her life by having a gun ..You
had another, a 911 call in L.A., where a woman called 911 ani:l said my .
ex-boyfriend's trying to kill me. They said over the tape on 911, "We
can't do anything until he gets there." Well, ·he got there and he killed
her.
MS. DOUGLASS: So which of the concerns is most important,' the ability
to immediately get a'gun to protect yourself, forget the police -
MR. LAPIERRE: That's pretty important.
MS. DOUGLASS: --or the ability to keep a gun out of the hands of a
criminal?
MR. LAPIERRE: Well, the way you do that is the national instant check.
Under the Supreme Court decision, it's the only way we're going to have a
Page 5

ARMS Email System Page 5 of15
ARMS Email System
check. The NRA supports it. Majority Leader Lott supports it. Gingrich
supports it. The only one dragging their feet is the Justice Department
and the White House, for some reason. And congreSis has already .
"appropriated a quarter of a billion dollars .to carry it out.
MS. BRADY: And, most of it has been disbursed.
MS. DOUGLASS: But Ms. Brady, in fact, the police probably would benefit
well, would they not, from an instant check? Do they really take the five
days and use all that time to find out everything about the police, the
busy police --everything about someone who wants to buy a gun?
MS. BRADY: I think it's a wonderful --it will be a topnotch tool for
law enforcement to have an instantaneous check. But in addition --that is
not going to be sufficient to run a really good comprehensive background
check. It won't have medical records. Criminal mental patients won't be up
and going on it. We need I think they need -in addition they're going
to need several days .. I don't think it --not necessarily has to be the
full five days.
MS. DOUGLASS: Well, what do you want to do in the interim? You want to
propose some legislation to put the onus on the gun dealer to do a .
background check?
MS. BRADY: The onus, we hope, is on --I mean, law enforcement wants to
do it, wants to do--and we don't k~ow yet what kind of legislation we're
going to propose.
But I do want to say one thing about a waiting period. It has always
been in Brady, in law, anyone who is in any danger whatsoever can
waive --the waiting period can be waived and they are able to get a gun
that day. So that is a --that's a red herring. That doesn't affect it.
MR. LAPIERRE: But try getting that gun if someone's trying to kill you.
But the point the bottom line is, until you computerize these records,
when a police officer pulls someone over right now, forget the! gun check,
on an interstate highway in the middle of the night and punches into his
machine, he's not getting that data. And the people that were opposed -
MS. BRADY: Oh,'we're all for that, though. I mean -
MR. LAPIERRE: And the people that were opposed to computerizing the
mental health records of people being adjudicated mentally incompetent was
the White House. .
We were in favor of that.
MS. BRADY: I think
MR. DONALDSON: We're about out of time.
MS. BRADY: I think we agree on the fact that a national computerized
check system is the best possible method. I'm only saying we also need a
waiting period.
MR. DONALDSON: We're about out of time, and I just want to·ask very
quickly, Britain now is moving toward banning handguns entirely from the
population. Are'we headed in that direction?
MR. LAPIERRE: I would hope not. I mean, the constitutional right to own
a
gun is one of the great privileges, one of the great freedoms, and -
MS. BRADY: No, we're not headed there.
MR. 'LAPIERRE: --it shouldn't be eliminated.
MS. BRADY: No, but I think we are headed toward common sense cont, rols
to keep guns out of the -
MR. DONALDSON: All right, thank you very much, Mrs. Brady.
MS. BRADY: Thank you.
MR. DONALDSON: Mr. Wayne LaPierre.
MR. LAPIERRE: Thank you, Sam.
MR. DONALDSON: For being with us tOday.
Next, the first interview with the a~thor of the Air Force report on
Roswell, Jim McAndrew.
(Announcements.)
MR. DONALDSON: Two things of note reportedly happened in the New Mexico
desert in the 1940s. The first atomic bomb was exploded there, and that
was real. And a lot of people believe a spaceship with alien creatures
aboard crashed there. But is that real? ".
ALIEN (From film, ~~The Day the Earth Stood Still' 'J: We come to
visit you in peace.
MR. DONALDSON: Hollywood and the American public have ~lw~ys been
fascinated by UFOs, and ground zero for 'that fascination 1S Roswell, New
Mexico.
In July 1947, something fell from the sky and landed in the desert
north of Roswell. The nearby Air Force base reported it was a flying disk,
a UFO. Hours later, they said no, it was a weather balloon. For 50 years,
the controversy has raged over what really happened in the desert that,

night.
PRESIDENT CIeINTON: (From videotape.) NO, as far as I know, an alien.
spaceship did not crash in Roswell, New Mexico, in 1947.
MR. DONALDSON: This week, the Pentagon tried to put the whole issue to
rest, saying reports of alien bodies in the desert were actually Air Force
dummies used to test parachutes.
MANX: The reports of military units that always seem to arrive shortly
after a crash were actually acc4rate. Descriptions of Air Force personnel
engaged in the dummy recovery operations.
MR. DONALDSON: But that explanation hasn't ended the controversy.
MANX: They must .think we're the dummies to believe a story like that.
It's probably the most preposterous of all the cover stories.
MR. DONALDSON: And the town of Roswell has turned its notoriety into a
$5 million cottage industry. The town boasts two UFO museums, including
this recreation of a supposed al autopsy. And this weekend, tens of
thousands of people are streaming into town to celebrate the 50th
anniversary of the incident at Roswell.
With us now is Mr. Jim McAndrew, who as an Air Force reservist, your
rank as a captain, recently researched and wrote that report that Colonel
Haynes relied on.
Welcome. Nice to see you.
MR. MCANDREW: Thank you.
MR. DONALDSON: Mr. McAndrew, you say it was a weather balloon, but the
first Air Force officer on the scene, who must have had some
expe"rience with things like weather balloons, said, "Hey, this is a UFO.
This is a flying disk. ' ,
MR. MCANDREW: Well, the other Air Force officer on the scene, who's
still alive, said it wasn't.
MR. DONALDSON: Well, 'we had a difference of opinion right there. Tell
us what your theory is. What was it?
MR. MCANDREW: I thirik we've had a series of 'events brought together
over the years, .and now we have the large myth which has developed from it.
MR. DONALDSON: It was a weather balloon. What about the
MR. MCANDREW: Actually, it was never a. weather 'balloon. It was a
high-altitude research balloon. It was actually the very first one'ever
flown in New Mexico: Since then, there's been about 2,000. And actually,
,the targeted high-altitude research balloon area is the area around
Roswell, New Mexico.
MR. DONALDSON: Well, you've supplied us with sort of a recreation,
a video of the way you think it went'. Let's take a look at that right now.
This is what, then, your theory amounts to. There's the balloon, and all
right, what's that dropping'from the balloon?
MR. MCANDREW: That's an anthropomorphic craSh, test dummy that were used
by the.Air Force from 1953 to '1959 in New Mexico. And what I want to
it back to is that when you go to the witnesses' original statements who
claim they saw these things, they say they saw dummies. They never said
they saw aliens. /
MR. DONALDSON: George.
MR. WILL: But they say they saw dummies in 1947, correct?
MR. MCANDREW: No, sir.
MR. WILL: No, they don't?
MR. MCANDREW: No. These'stories didn't start coming really until about,
oh, really, 1989, after "Unsolved Mysteries" had a 1-800 number.
. MR. WILL: Now, am I correct that all of this started because Mr. and
Mrs. Don Wilmott (ph) were sitting 9n their porch at 105 South
Pennsylvania Avenue in Roswell 50 years ago? If they hadn't seen what they
said was a disk in the sky, would none of this have happened?
MR. MCANDREW: Well, that's not totally accurate. That's one theory.
MR. WILL: Tell me what you think is accurate.
MR. MCANDREW: The Air Force was testing, using their high-altitude
balloons. They just testing ·them in New Mexico in 1947 after having
gotten into a lot' of trouble in New York City and in the New Jersey area.
And they moved to
a desolate area to do that. And the very first research balloon landed
north of Roswell. A rancher found it, didn't know what it was, and the
myth has evolved from there.
MR. WILL: Now, is it your contention --I mean, the Air Force was put
in an awkward position of proving a negative, proving that something
didn't happen. '
And so far, I'd say you haven't done it. We have lot of people who have
a passion to believe
Page 7

MR. MCANDREW: Have you, read my book, Mr. Will?
MR. WILL: Have not.
MR. MCANDREW: It'd be a good to start,
MR. WILL: I'll do it.
MR. MCANDREW: But what I'll just say is that because what these
people have said that they've seen did not exist in 1947, so there's a
problem right there.
MR. WILL: What didn't exist in 1947?
,
MR. MCANDREW: The detailed descriptio~s of not only the dummies, but
the vehicles, the procedures, the individuals, right down to the red tape
that was on the collar of -
MR. DONALDSON: But these were people later who claimed to be
eyewitnesses, people who saw that there was an autopsy going on of these
little men. I mean, did they make it up?
MR. MCANDREW: I think that autopsy didn't come till about two years ago.
MR. DONALDSON: Well, wait a moment. Hold on a moment. These people
claim that they saw it back then. The fact that they didn't come forward
until recently does not necessarily mean that their claim is inaccurate.
MR. MCANDREW: Well, if you're talking about the mortician's'account?
MR. DONALDSON: Yeah.
MR. MCANDREW: Okay, there)s a hole in his story you can drive a hearse
and two flower cars through.
MR. DONALDSON: Well, drive it through.
MR. MCANDREW: The people he describes as having been there were not
there. And then some of those people are deceased, but I found one who's
alive and well and living in Aztec, New Mexico. He's very upsetthat'his
-" that he's being portrayed as having been involved.
MS. DOUGLASS: Isn't this really a matter of the credibility of the
government in continuing to try to answer the questions ab,out what
happened? I mean -(inaudible)-
MR. MCANDREW: Well -
MS. DOUGLASS: - -version, is you have crash dummies dropping from the
sky, their fingers broke off, so they only had four fingers. Plus somebody
--a parachuter who was injured and his head swelled. Isn't t9is a matter
that hasn't been handledespecially well by those who keep trying·to
explain it?
MR. MCANDREW: Let me address why the Air Force got involved. In 1994,
we were directed by Congress to investigate this. And we did, and we
published a·report. And subsequent to that, we found other information
which described these --which would account for these alien bodies. So
you're,kind of in a catch-?2. If you go forward with the information,
you're on a wild goose chase and people don't like that. If you don't go
forward with the information, you've got a cover-up going. So we opted for
a UFO glasnost and just lay it on the table and let'people decide for
theirself.
MS. DOUGLASS: But you still can't answer the that was raised
in "Independence Day, " and that is, what goes on in area 51', where
everyone who believes in the UFOs and the aliens believes that they're,
experimenting on the bodies of extraterrestrials? What ,is going on in area
51?,
MR. MCANDREW: I thought it was a great movie, and I think you should
try and pin the Air Force down on that. I'm ,here representing myself.
MR. DONALDSON: Well, let's, look at one of the stories, which was that
there was this ghastly odor, this terrible odor, which must have been the
bodies in the autopsy, little men. '
MR. MCANDREW: Well, now we're getting into something that is not too
pleasant and that's really not worth laughing about, is that '-
MR. DONALDSON: Well, I'm,not laughing. I'm asking about it.
MR. MCANDREW: Well, based on the rese.arch that we conducted, those were
probably dead Air Force members' killed in an aircraft crash. And that's
another element is that everybody takes this tongue in cheek, and rightly
so, but we're talking about scientific projects being misrepresented and
dead and injured Air Force people being misrepresented. It just r'eSJ,uired a
response.
MS. DOUGLASS: Captain, the polls show that 80 percent of Americans
believe that the government knows more than it's"saying about
extraterrestrials. Does the government know more than it's saying about
extraterrestrials? .
MR. MCANDREW: Well, I don't think they know more than I d~ because
I did the research, and I'm telling you that this Roswell incident is
exactly as it appears in this book.

MR. WILL: The government usually is accused of knowing' less than it's
saying. Can you tell me, after you've been through all of this' and you've
dealt with the problem of trying to stamp'out what you may consider mass
hysteria, what is your final analysis of the longevity of this' story and
the difficulty the Air Force, has with killing it? Are these people caught
up in mass delusion?
MR. MCANDREW: Well, I'll just correct you. We didn't attempt to stamp
anything out. We just wanted to lay the facts on the table and let people
judge· for theirself. And I encourage people to get in touch with their
local government printipg office or call here to Wa,shington, get a copy of
the book, and judge it for theirself.
MR. WILL: Well, aside from abstract intellectual interest, 'what was the
supposed effect of this? What did you want to happen?
MR. MCANDREW: To lay the facts on the table.
MR. WILL: To what end? To kill something, right? To kill an idea?
MR. MCANDREW: That's your opinion, sirI not mine.' No, we just --no, we
had our scientific projects and dead and injured'being misrepresented.
MR. WILL: How do you explain the fact that it takes such a thumping
9reat volume there to try and stop this belief that you think is false?
MR. MCANDREW: I don't find it a thumping great volume. It's a
comprehensive look at this -
MR. DONALDSON: Mr. McAndrew" what do you make of what's going to happen
in Roswell this week? Thousands are ,expected to come to that little town
and I know it well, it's in my neck of the woods -to celebrate what
they firmly believe is this Roswell incident.
MR. MCANDREW: Well, my opinion is if you want to stand on the street
corner and yell UFO, go do it,but don't indict another organization, in
this case
l
the U.S. Air Force. It's not true.
MR. DONALDSON: Not true. So all those people going there are just out
there spending their money and the town's merchants are just out there
taking it?
MR. MCANDREW: WeIll I'll just'explain how I did the research, okay?
Carl Saganl he advised in one of his books, when you have a situation like
this, take out the "baloney detection kit. " And that's what we did. And
what I, found that we had a kernel of truth, a lot of baloney peopled a
pot of gold.
(Laughter. )
,
MR. DONALDSON: On that note --we can't improve on that,\Mr. MCAndrew
Captain McAndrew. Thank you very much for coming today.
MR. MCANDREW: Thank you.
MR. DONALDSON: And later still, David Brinkley. But next our weekly
roundtable, with the rest of the week's news, with ABC News Analysts Bill
Kristol and George Stephanopoulos.
(Announcements.)
MR. DONALDSON: I said'no aliens here. Here we are.
MS. DOUGLASS: How do you know?
MR. DONALDSON: Well, I don't. Do you want to confess?
(Laughter. )
Bill Kristol and George Stephanopoulos, let's start with the Supreme
Court. A number of ,important decisions this past week. And let's begin
with one ~hich struck down a law to try to reduce pornography on the
Internet, particularly when it had to do with children. The Supreme Court
said there'S a community interest in trying to do that
l
but the wider
interest is preserving the First Amendment. Who wants to take this?
MR. KRISTOL: L: Well, child pornography remains illegal, a'ctually. The
problem the Supreme Court found with this law was that it went beyond
child pornography to try to strike down indecency on the Internet. All the
editorial pages love this court decision and they think it's foolish of
Congress to try to worry about this. I think out there in the' 'country,
lots of parents appreciate --that are worried about the Internet, don't
think their children should be exposed to --not just to hardcore
pornography, but even to indecency, and would like the government to help
them protect their Kids from the coarseness of the culture we've created.
Now, how to do that responsibly is a tough question, but I don't think
this issue is going to,go away.
MR. WILL: One of ,the government's argument's for sustaining this
apparatus of censorship was that, indeed, putting it in place will allow
parents to happily have the Internet in their households, so censorship
would spread the Internet, which spreads the free discussion of ideas. The
court gave that argument short shrift. '
MR. KRISTOL: As they should have, in my view.

• MR. WILL: The people defending this act wanted to make the Internet
analogous to radio, which is regulated. But it's regulated because radio
is singularly intrusive, and a child on a random course up and down the
dial could on unregulated radio encounter something offensive. To
encounter something offensive on the Internet, you have to look for it;
you have to know what you're looking for. There may be 10,000 pornographic
sites on the Internet, but oniy 3 percent of the commercial sites are '
devoted to that stuff. It's so huge,
MR. DONALDSON: I know, I might as well confess
MR. STEPHANOPOULOUS: It's not that you can find it. You don't have to
weaken the First Amendment in order to get these protections. The
technology is catching up with people'S real concerns, and you can put
something like a V-chip on the Internet. And I think the justices were
right, therefore, to hold the line against a further weakening of the
First Amendment.
MS. DOUGLASS: Well, they say you can put something like 'a V-chip on the
Internet, but the fact is there are a lot of flaws in the software. Every
time they try to find some way to block it off, kids are a heck of a lot
smarter than their computer-illiterate parents. And it really is a
question. I mean, there has to be a way other than just constant
monitoring of your kids, which you can't always do, as much as you try, to
keep them away from this stuff. Prosecutors at the Justice Department will
tell you that if you log on as a , you can in 15 minutes make
contact with pedophile.
MR. DONALDSON: Well, I want to hear someone really defend the First,
~endment issue here. George, you
MR. STEPHANOPOULOUS: I think I just did,'Sam.
,MR. DONALDSON: You did and you did; But I mean, I want to hear a table
thumping.
MR. WILL: well, part of the problem, Sam, was the congressional
language said, and they were drawing on Supreme Court opinion, said that
they banned certain material offensive to communitY,standards.
Now, what is the pertinent community in cyberspace? What is it? ,Where
is it, for that matter? I mean, we're dealing with a technology here that
render's obsolete the vocabulary that's been used in prior First Amendment
cases.
MR. DONALDSON: All right, let's go to the Religious Freedom Act, which
Congress passed and which the Supreme Court says no, that's not
constitutional.
MR. KRISTOL: I think this was the first week in the history of the
United States that the Supreme Court struck down three congressional laws
in one, week, the two'we've m'entioned and the Brady bill. The first two
were passed by huge majorities, the Decency Act and the Religious Freedom
~ct, signed by the president, supported by both parties.
'It is a striking week, and even though the court might have had
technically pretty good arguments in each case, in the old days, the court
had a great deal of deference to Congress, they tried to construe the acts
to be constitutional, I do think it says something about the Supreme Court
and its sense of its role that it cheerfully strikes aside these pretty
major laws that Congress passed.
MR. WILL: The court had a terrific argument in that it was provoked by
the Congress. In 1996, when the Congress passed this act, Congress put in
legislative finding, it said to the Supreme Court, in a 1990 case, you
got wrong the free exercise of'religi'im clause. "
Now, in 1803, the Supreme Court said, we're the ones who construe, the
Constitution, we do not take this dictate from -
MR. KRISTOL:Congress has a right to construe the Constitution as well,
as does the executive branch, aright and an obligation. And what's
striking in both these cases --in all three of these cases; with the
Brady bill, too --is that the Congress of the United States, the
president 'Of the United States, the Justice Department of the United
States all thought this was constitutional, 'and the court felt
MR. DONALDSON: But since Justice Marshall, the court has said, we have
the final construing.
MR. STEPHANOPOULOUS: That's right. What's really holding the lI)ajority
in this court together is a deep suspicion of federal power., '
I mean,
they really believe the federal government, whether it's Congress
or the executive, is the real threat to liberty, not states' rights. And I
think that's going to continue to play out in the coming decisions,
whether it's on affirmative action next year, or,if you look at the
assisted suicide, they pretty much upheld the bans on assisted suicide:
ARMS Email System
Page 10
of 15
Page 10 oft5
ARMS Email System '
W~at ar; they going to do when a state like Oregon, perhaps, legalizes
assisted suicide? You're going to see a real clash of principles here.
MR. DONALDSON: Before we get to that, Linda.
MS. DOUGLASS: (Inaudible) --is the right of a state to make laws on
assisted suicide. In other words, you can ban assisted suicide, you can
pass a law to make it legal, and so what this is all about, as Bill is
saying, is giving the devolving the power back down to the states in a
very dramatic way.
MR. DONALDSON: I want to ask you about the Religious Freedom Act. ,I
mean,
the name sounds ,wonderful. I mean, it also is a First Amendment
'freedom.
What's wrong with the Religious Freedom Act?
MS. DOUGLASS: Well, certainly there's a fascinating coalition of those
who disagree with what the court says, that is, that if laws are
technically neutral on religion, then they should be able to that
religion should be able to flourish under those laws. You shouldn't be
able to make a law that prohibits a practice in religion like the smoking
of peyote by some Indian groups or the wearing of 'certain clothing by some
religious groups.
So in that sense, there are those who really feel that this erodes
religious freedom. But obviously, the court has said here that the
Congress went too far granting a religious freedom right that doesn't
exist in the Constitution.
MR. DONALDSON: Well, going back to assisted suicide, the court did not
say that you could not practice it in states.
MS. DOUGLASS: Right.
MR. DONALDSON: It simply said that there is no constitutional right to
have a doctor assist you in your suicide.
MR. WILL: And this was a very wise flinching from making the mistake
they made in Roe v. Wade, which was to put themselves on a path to saying
all intimate, decisions are the exercise of choice in those
matters is a fundamental constitutional right. They've stopped short of
doing that now. ' ,
MR. DONALDSON: Anything about the court's decision to sort of punt when
it came to the line-item veto? Members of Congress had applied, saying it
was unconstitutional. The court said, in effect, you don't have
MR. WILL: They said, look, no one's been injured by this yet; wait till
the president exercises it. '
MR. STEPHANOPOULOUS: Then they'll strike it down.
MR. WILL: Then they'll strike it down in a New York minute, I think.
MR. KRISTOL: In the meantime, one thing people haven't noticed is that
in the ,meantime, Bill Clinton has the line-item veto. And we',re about to
have 13 appropriations bills and a budget by the Congress over. the
next four months, with President Clinton for the first time in U.S. '
history, the having the abil to line-item veto particular
appropriations. So the practical con~equences of their jurisdictional
decision in refusing to decide the case could be pretty significant in
this year's budget
MS. DOUGLASS: But all we need is one person to say that person was
injured by this act of the president executing his right.
MR. DONALDSON: This dam wasn't built.
MS. DOUGLASS:
'MR. DONALDSON: This flood control project was not authorized.
MR. STEPHANOPOULOUS: Then we'll see another 9-0 decision.
MR. DONALDSON: That's right. Well, is there anything finally to say
about these justices? I
MR. STEPHANOPOULOUS: I would like to add one other point. You kriow, you
talked about devolution, and I think there's a very interesting study this
week by a man named Ed Lazarus (ph) in --U.S: News, " who points out that
a lot of this has to do with the regional bias.
You now have a majority on the court which is made up of Westerners and
Southerners who are very suspicious of the federal government. They're
joining a majority a't every level of government. The president and vice
president are Southerners, leadership in Congress from the South, and I
think you're really when you look back on this time an end to the
reconstruction era and a real threat, 'I think, to the federal government's
ability to protect everyone'S liberties.
MR. DONALDSON: Well, let's hold it right there. We'll be ,back with
more, including something on ear biting. And later, David Brinkley.
MR. BRINKLEY: The U.S. and all the world say they want clean air. From
Japan, maybe this will heIr. Shortly.

MR. DONALDSON: The Senate has now voted to increase premiums on
,Medicare for the elderly with incomes above $50,000, and to phase in a
higher age, from 65 to 67 : George S., is that a good idea? Will it fly?
MR. STEPHANOPOULOUS: No and
MR. DONALDSON: I see. Can you elaborate?
(Laughter. )
MR. STEPHANOPOULOUS: First of all, this was not part of the budget deal
that the Democrats and Republicans agreed to earlier in the year.
Secondly, it's going to create profound changes in the long term in the
system. It's going to take away the universal character, and there's going
to be a huge problem created for those people who fall in the gap between
65 and 67. How are they going to get health insurance? It affects about
five million elderly Americans.
MR. WILL: It's being phased in over 25 years, which means that all
Americans 40 years old or younger have a quarter of a century to plan for
two years' ,additional time before they're eligible for Medicare.
MR. DONALDSON: Be the ant, not the grasshopper --is ,that what you're
saying?
MR. WILL: Yeah. Look, if ,we had in 1935 indexed Social Secu:!:-ity's
retirement age to life expectancy, life expectancy today is about 72, 73,
that would be the retirement age, there would be no problem with Social
'Security. ,We're just adjusting Medicare to take account of normal
demographic changes.
MR. DONALDSON: Linda.
MS. DOUGLASS: Well; they're also talking about making changes in this
which would cover that gap from 65 to 67, 'making it possible to enroll at
an earlier age. And isn't ,the question that there was a certai'n amount of
the question for the people in the White House who oppose this --I
mean,
there was courage demonstrated by many Democrats in even tackling
this issue of entitlements. I mean, this is an enormous problem. You can't
just' forever pander to the elderly.
MR. STEPHANOPOULOUS: Well, you know, I think it's always interesting
that a lot of people say that it's courage whenever you're going after
those who are middle class, those who are the most vulnerable in society,
people earning 20 (thousand dollars) $25,000 a year on a fixed income.
There have to be changes in Medicare. This administration on this budget
deal --.
MR. DONALDSON: The premiums don't kick in until above $50,000.
MR. STEPHANOPOULOUS: That's the premiums. That's different 'from losing
your health insurance between 65 and 67.
MR. DONALDSON: But that's a long-term phase in. Themost'immediate
threat, I guess, if you are someone who is elderly and do'esn't want tO'pay
any more, is the premium business.
MR. KRISTOL: I think the significance of this politically --I'm not
sure it will survive the conference committee or be signed by the
president ultimately --the significance of this politically is what it
says about the meaning of the 1996 election. The conventional wisdom, has
been Clinton beat up the Republicans on Medicare, and the lesson they were
supposed to learn was you couldn't touch it, it was the third rail of
American politics.
It turns out that the lesson both parti~s learned is that you --they
took on Medicare very clumsily in '95, '96. They held Congress.
A lot of Democrats figure they've got to take it on eventually, and
there's now a pretty big bipartisan majority for doing something that a
year ago looked politically undoable.
MR. DONALDSON: But that's it. Haven't we all paid lip service over the
years to the fact that until we get entitlements und'er control, we' 11
never get the ,long-term budget situation under control. And yet anytime
whether it was Dan Rostenkowski in the '80s, who tried to make a certain
segment· of elderly pay for their' own particular catastrophic care or
whether it's now, anytime you say, yes, but we're going· to have to do it,
the AARP jumps up and says, don't touch it. . ,
MR. STEPHANOPOULOUS: But Sam, no, there's --and you do ne'ed a
balanced, bipartisan, long-term solution, but it is wrong and people have
a right to take offense when you're making these kinds of cuts in
Medicare, when you're giving huge tax cuts, up to $77,000 --'
MR. DONALDSON: Well, do you think the elderly should ever pay? If the
income is such that they are not people that need help, do you think they
should pay for their medical care, or ,is there' ~ government entitlement
which says, reach 65 or 67, wham, the kids will pay for you.

• MR. STEPHANOPOULOUS: The genius of both Social Security and Medicare
. were that they were broad-based programs, that they were not welfare. They
were universal insurance. Can the wealthy perhaps pay a little bit more in
the context of an overall fix? Yes. Should you do it while you're
tax cuts to the wealthy? Should'you undermine the universal program while
you're doing that? No.
MR. WILL: This passed, by the way, 70 to 30, with 21 Democrats voting
for it.
MR. DONALDSON: Let'me talk now about what the independent counsel is
doing. And I'm not certain what he's doing --you can tell me: Mr. Starr,
, according to the newspaper reports, and they've confirmed it to some
extent, has now tried to interview some of the women allegedly who had
romantic liaisons --allegedly --with Bill Clinton back when he was
30vernor.
And the question is, what business it of the independent counsel's?
Is he doing something legitimate? You cover, the Justice Department.
MS. DOUGLASS: Well, there's certainly a difference of opinion ab9ut
whether this is legitimate or not. Starr's office put. out a statement
saying that, A, a lot of what ~~The Post" reported was wrong, that B,
some of these that there are no notes that indicate that these
questions actually were asked of the troopers; questions like, have you
ever seen the perform a sex act, for example.
On the other hand, there -
MR. DONALDSON: Well, that clearly has nothing to do --1. want to be
very serious about it. That'has nothing to do with the mandat~ that the
court gave the independent counsel, to look into someone's sex life per
se, does it?
MS. DOUGLASS: Well, that's exactly the argument against what it is that
Starr appears to be doing according to these accounts from the troopers,
asking if the president's ever had an illegitimate child,' for example.'
On the other hand, Starr's people say that 're pursuing legitimate
prosecutorial techniques, looking for pillow talk, if. you will, looking
for people who might have been confided, in. I guess one of the questions
is why are they getting to that now?
MR. STEPHANOPOULOUS:,But this isn't the only example of St~rr run amok.
You know, another story that carne out this week is that they hauled in a
man named Bob Hattoy (ph), an Interior. Department official who happens to
be gay, and asked him if it was his job to homosexuals in the
highest levels of the federal government. These guys are on a wild goose
chase. Starr's gone on for three years, and he's losing credibility every
week.
MR. KRISTOL: Whatever the truth about Starr, the'independent counsel
statute is an invitation to people to run amok.
MR. STEPHANOPOULOUS: Absolutely.
MR. KRISTOL: It should be --it's always been a bad idea, 'it's never
produced anything good, in my view. And I think Republicans have opposed
it from the beginning, and a courageous Republican should stand up on the
floor of the Senate or the House when they get back next week and propose
that it be repealed.
MR. WILL: Yes. Lawrence Walsh has now published a 500-and-some page
volume on his pursuit of the great white whale in Iran-contra. And if his
case --how many millions, $40 million? --if his case didn't demonstrate
the danger of a lawyer with one client, this one will perhaps. I mean,
since I'm against the independent counsel in general, I'm not going to
reach the threshold question of --'
,MR.
DONALDSON: Well, but that was a return to the threshold question.,
Joe DiGenova, a ,former prosecutor in this town, says that it is
common practice, the so-called pillow talk, to try to find people like
that and say, ~~Now did he ever say anything about a loan that Judge Hale
made?" In other words, trying to find from this intimate conversation
something that has to do with the mandate.
MR. KRISTOL: Well, it's common practice in with mobsters to'try
to find their , you know, and see what they've said. I don't
really know that it's appropriate for the president of the United S,tates.
But again, you have an independent counsel with a totally open mandate and
no constraints.
MS. DOUGLASS: And an unlimited budget.
MR. KRISTOL: Unlimited budget and no constraints on him.
MR. DONALDSON: Okay. Mike Tyson\bit off a portion of Evander
Holyfield's ear and therefore lost the fight. What's going ot} here, and
what should happen to Mike Tyson now?

MR. DONALDSON: That's what boxing is, George.
MR. WILL: I understand, that's what boxing is. I'm just reaching
just trying to lay the groundwork. The predicate is this is often not
a business peopled by perfect gentlemen, and we have prior evidence that
Tyson is indeed not in that category. Now, he got carried away: He says he '

MR. KRISTOL: I doubt it.
MR, WILL: But let's stipulate ,he shouldn't have done 'it.
MR. DONALDSON: ,Well, he shouldn't have, but what should
to him?
Bill?
MR. KRISTOL: Someone should bite off his ear.
MR. DONALDSON: An eye for an eye, an ear for an ear --that's your view?
MR. KRISTOL:' Yeah, that's the conservative view, right., It goes way
back, Sam. It has a very distinguished pedigree.
MR. DONALDSON: George, everyone's making --take a bite out of this.
(Laughter. )
MR. STEPHANOPOULOUS: I'm not even going to get near .that.
MR. DONALDSON: What do you think should happen to Tyson?
MR. STEPHANOPOULOUS: I really don't care, to tell you the truth, but if
he doesn't get the $30 million, maybe that's,fitting.
MR. DONALDSON: Well, you're going to have the last word, Linda.
MS. DOUGLASS: All , the last word is we have far too much
tolerance for these bad-boy athletes, like somebody like Mike Tyson, who
should not be gett $30 million to get in the ring and bite 'somebody' s

Dear President-Clinton:
The article below ,may be of interest to you, as you grapple=20
with how/when to deal with the beings living along side us.
Perhaps all the planes crashing are being shot down, because=20
the powers that be that run the "UFO Show" won't acquiesce to=20

is just a theory ... :-)
I would like to know your official position on this subject,=20
as I do not expect your real opinion, for "National Security','=20

!l.s many seek to prove or disprove the. Roswell UFO "crash" (o~ crashes), I
::ontinue to wonder, "What does this all mean?" I hope more people would be
::oncerned with motive, intent and a global or macro perspective on this
enduring mystery... Below is my theory,' that the Rpswell "crash" was STAGED
Jy these mysteri'ous beings. Even if the theory is wrong or partially .

30meone is trying to say something, and we continue to hear but not listen.
3efore I get to the theory, some explanation of the terminology I use is in
Jrder. Additionally, some historical background is helpful. Please excuse me
if you already have studied this. It is important to reiterate to fully
.mderstand why I think what I believe. When I use the term "UFO," could
Je an interstellar spaceship, an interdimensional craft, some .sort of time
nachine or even a manifestation of human consciousness. When I use the word
"alien," I take a similar approach. In other words, the aliens could be
3xtraterrestrials from another galaxy, interdimensional interlope~s, time
craversing humans from the future, or one possible future, or even some sort
Jf spiritual manifestation. A colleague suggested that when it comes to
these beings. it is like choice "E" on a multiple-choice test: "ALL of the

rhe event that sparked my final realization about what I believe Roswell,
3.nd the prior and subsequent alien involvement on Earth, was in reading "The
Jay After Roswell," by Retired Lt. Colonel US ARMY Phil~p Corso. In the=
book,

~is involvement was in the early sixties, at the Pentagon, working under
3eneral Trudeau in the "Foreign Technology" section of Army Intelligence, a
=onvenient cover for the real work at hand for Corso. The same week the book
:iebuted:
* We "crashed" our own UFO on Mars,. at least from the perspective of a
Ylartian.
* The US Air Force came out with the laughable "crash dummies" lie.
* Corso did his first book signing at Wright-Patterson Air Force Base!
* AND it was the 50th anniversary of the Roswell incident,!!!
Quite a week! Obviously, the UFO matter is still highly classified, and the
disinformation specialists of the Air Force had to lie. However, I. think it
goes much deeper than that. Since the dummies were used 5 years after the
Roswell "crash," the Air Force obviously does not want us to take them
seriously, while at the same time officially maintaining the' status quo of
the cover-up.. But, the cover-up seems to be unraveling, again perhaps, even
by design.
So, we have the loony tunes Air Force pronouncement AND Corso blowing the
whistle not only about Roswell, but about the double edged nature of the
"Cold War" with the Soviets. (Corso, in my opinion, is far from a classic
whistle blower, because he has tacit approval from the powers that be.) It
app~ars to me some facet of the cover-up is floating a trial balloon here:
Do you think Corso would be allowed to do a book signing at an Air
Force base if they wanted to silence or discredit him? Stay tuned folks,

I. have thought for some time the one reality of the "aliens" is their
impact. Whether or not they exist, their impact is REAL. Therefore, they'are
real. There is a MESSAGE from this. I think it. is "unite or ." Some
would 'argue I am yet another victim of some form of brainwashing by evil
aliens, making me think they are here to "help humankind", while at the same
time secretly planning the ultimate demise of humanity. As far as
concerned, I'll stick with my assumption that at a minimum, the have
a deep, vested int'erest in us. Perhaps we are their children, left here on
Earth 50,000 years ago ... Maybe we are a genetically re-engineered native
species ... They even be OUR children, from the future. '.. ;Or it just.
may be a spiritual connection .. , ...or we are in their "laboratory", for
study, like guinea
Throughout our 'history, there appears to be a presence, along side us. "We
have all seen the strange cave paintings of beings in what look like space
helmets ... The Naszca lines in Peru, which can only be seen from the air.. ,
Elves, gnomes and which in many cases are.similar to reports ofI
aliens today ... "Flying Chariots" ... etc ...
Things get real in the late 1890's, when there was an "airship'"
flap that gripped North America. These sightings included contact with
"people." If you look at the technology used by the aliens on a timel:ine,
you will see they always see'm to be one step ahead of what our minds (at the
time) could be comfortable understandin:g. Airships ,in the 1890's, just prior
to there actual use b'y humans .. ,. "Space ships" in the late 40' s, prior to
our own development of space travel. Now,' they 'fly around in delta shaped
mile-wide craft, etc. Could it ~lso be that our perception of the aliens has
been a step behind as well? the Airship flap, the aliens were looked
upon as people, like they were in the navy or something. Now, we are seeing
humanoid types and others ... Perhaps in a hundred years, they will appear
only in spiritual form, once we go through the. PRESENT PHASE. Yes, since the
involvement with the aliens has been for so long, and they appear to c~ange
based on our level of , I have concluded further change in our
view of them and their technology is very likely.
=3DWeapons'of Mass Destruction, the "Crash" and the Common Foe=3D
To
understand what follows, I have made the assumption the Roswell "crash,"
as it is most commonly was a rea~ event. I am more than satisfied
that if the events of 1947 in New Mexico went to trial, the government would
be convicted of a cover-up. Also, this is a theory, full of .holes, As I
said, the main point here is to get others to start thinking' about the "big
picture." I really think this is the only way we will ever get close to
understanding. . .
It is now 1914. "The War to End All Wars", World War I,. has brought humanity
to a new low. Now, we deploy machine guns, chemical weapons, tanks,
larger-than-ever artillery, stealthy submarines and more. To an observer
sans human, it would seem we were in the beginning sta:ges o~ what could
potentially be what Star Trek referred to as the "self-destructive phase."
It doesn't take the proverbial rocket scientist to realize we STILL.are in
this' awful stage of our development or lack thereof. Hopefully, people of
vision will take control of Mother Earth before it is too late...
At that time we did not have the technology to cause our own extinction, and
our vested interest alien counterparts did not or could not, (for whatever
reason) intervene. Perhaps some sort of "Prime Directive", ala RodenberTy.
:) The Prime Directive was about to be violated or we triggered an exception
·clause.

technology, jump ahead in time. They saw the Armageddon of thermonuclear war
in our future. One of many possible futures, perhaps. Maybe they are the
survivors of this nuclear war. Actually, common sense would tell them, based
on the horrors of the two World Wars that extinction was likely, now that we
had the '''bomb.'' Keep in mlnd, the "Airship" flap of the late nineteenth
century was generally benign in nature. Says a lot to me ...
Now it is 1947. The United States and Soviets have atomic weapons, and are
about ,to develop thermonuclear weapons, which make the Trinity bomb look
,like a firecracker. Seeing the eminent self-annihilation of humanity',
something had to be done, and it could not be an overt landing and contact.
In 1947, it would have ripped the planet apart, as our version of reality
,was not ready for open and unambiguous contact with an advanced
civilization. I laugh every time I see the movie, "The Day The Earth Stood
Still" with Gort guarding C~ahtu' s ship in the middle of DC. ':)
So, the most incredible plan was concocted .... Sheer genius! They made
themselves a "threat", by surveilling us near our MOST secret air base,
ROSWELL, New Mexico. Roswell was the home of the only strike force
the Army-Air Force had at the time. The crash was staged so we would think
we could create the technology to "fight" these beings, who are really
flying around in their "Model T Ford," when in the garage, they have a '97
Ferrari. :) Anyway, Corso validates part of this by his connection between
the "Cold War" and the REAL agenda of the military: To prepare for and
defend for an "alien invasion." I do understand it was Corso's job to be
paranoid and prepare for worse case scenarios.
1947 was the beginning of the "invasion." This was the same year the Air
Force branched off on its own, and the CIA was formed. Interesting ... If we
take the 1947 "invasion" and the subsequent DC of 1952, etc., it is
-easy to see they would have been perceived as a t;hreat. If I we:re alive at
the time, I would have thought we were being primed for an' attack. But now,
50
years later, I find this highly unlikely and hard to swallow. On this
, I feel Corso wa's WAY OFF. He still maintains they are a threat. =20
There are many unanswered questions: like who/what is behind the cattle
mutilations, crop circles, etc.? But I really think Corso has given,us vital
clues as to the last 50 years, way behind-the-scenes collaboration between
the US and Soviets, and the potential that this was caused by the aliens
giving us a common enemy to defend against. I'll mention a very interesting
clue ... President Reagan's SDI (Strategic Defense Initiative) aka "Star
Wars." This was the anti-ballistic missile "umbrella" that would shoot down,
missiles fr9m space, and if that failed, blast the incoming warheads with
lazer or particle beam weapons. This CLEARLY violated the Anti-Ballistic
Missile Treaty with the Soviets ... We never even he,ard the sound of a pin
dro~ping out of the Kremlin!
Another interesting facet is the Internet was created as a DIRECT RESULT of
having to re-engineer and harvest the "alien" technology. The precursor to
the Net was ARPANET, for ARPA (Advanced Research projects Agency) to
'communicate and securely with the researchers and defense industry
subcontractors.
Funny thing is the Internet, created by the secret keepers, is the primary
medium by which we are letting the cat out of the proverbial bag. :-) Poetic
justice???? Or by design????=20
It appears the secret keepers are in the dark themselves.
